Birinci bOli.imde yaptmm, idari yaptmm kavramlarmm tammlanmaSl ve idari yaptmmlarm imar yaptmmlarl ile ili~kilendirilmesini aynca imar yaptmmlarma ili~kin baZl temel kavramlarl ve imar yaptmml uygulama yetkisinin hangi organlarda oldugunu anlattlm. ikinci bOlumde imar yaptmmlarmm neler oldugunu ayn ayn inceleyip yiiksek mahkeme kararlan ile uygulama ~ekillerini ortaya koydum. D~iincu boliimde ise imar yaptmml uygulamaya yetkili organlarm i~ ve dl~ denetimlerini inceleyerek, tum ~ah~ma boyunca ula~tlglmlz sonu~ ve imar yaptmmlarmm etkinle~tirilmesi ile idarelerin sorumlulugu ve hak kaybma ugrayanlarm korunma yollarmm etkinle~tirilmesi hususundaki kanaatimizi ifade ettik.

Özet (Çeviri)

In the present study titled“Development Law and Administrative Rights of Enforcement of Local Governments,”we focus on the local government's authorities and responsibilities in the application of developmental enforcements and the government's observation of the concerned sanctions or enforcements. The study consists of three sections : Section One, the Concepts of Administrative Enforcements and Development Law; Section Two, Administrative Enforcements in Connection with Development Law; Section Three, the Supervision of Developmental Enforcements. In Section One, I tried to define the concepts of enforcement, administrative enforcements and wrote of the association of administrative enforcements with developmental enforcements. In addition, I mentioned some basic notions concerned with developmental enforcements and which governmental body has the right to implement them. In Section Two, I gave detailed information on each of developmental enforcements, verdicts of Supreme Court as well as the ways they are applied. In Section Three, examining the internal and external supervision activities of the bodies authorized to enforce developmental rules, I included the results achieved throughout the research, and my thoughts on the more effective application of developmental enforcements and responsibilities of governing bodies and means of protecting those exposed to injustice in this connection
