Özet
Ülkemiz enerji politikalarının ana hedefi, ihtiyacımız olan enerjinin zamanında, güvenilir, ucuz ve kaliteli olarak öngörülen kalkınma hızı ve sosyal gelişmeyi destekleyecek şekilde temin edilmesidir. Bu politikalar çerçevesinde yerli kaynakların mümkün olduğunca kullanılması, devlet ve özel sektör ile yabancı sermayenin enerji alanındaki yatırımlarının arttırılması amacıyla önemli çabalar harcanmalıdır. Bu tez çalışması yedi bölümden oluşmaktadır. Çalışmanın birinci bölümünde; enerji kaynakları, potansiyelleri avantaj ve dezavantajları ile elektrik üretimindeki maliyetleri araştırılmıştır. İkinci bölümde; Ordu ve Samsun bölgesinde mevcut olan brüt hidroelektrik enerji potansiyelleri hesaplanmıştır. Üçüncü bölümde; bölgede 2005-2065 yılları arasında 5 yıllık periyodlarda elektrik enerjisi tüketimi tahmin edilmiş, hesaplanan brüt hidroelektrik enerji potansiyelin tamamının değerlendirilmesi halinde elektrik enerjisi tüketimini karşılama oranları ve enterkonnekte sisteme verilecek elektrik enerjisi miktarları bulunmuştur. Ayrıca, elde edilen bulgular ile bölgedeki hidroelektrik potansiyel değerlendirme çalışmaları karşılaştırılmıştır. Dördüncü bölümde çalışmadan elde edilen sonuçlar verilmiştir. Beşinci bölümde öneriler, altıncı bölümde kaynaklar ve yedinci bölümde ekler sunulmuştur. Çalışmada, 2007 yılı itibariyle Ordu bölgesinde brüt hidroelektrik potansiyelin kullanılmadığı, DSİ tarafından geliştirilen projelerle potansiyelin sadece %29'unun değerlendirileceği, Samsun bölgesinde ise potansiyelin % 17'sinin kullanıldığı; bu bölgelerdeki küçük derelerin proje bazında dahi dikkate alınmadığı sonuçlarına ulaşılmıştır.

The main goal of our country's energy policies is ensured the energy that we need as cheap, high quality and supporting the social and economical developments on time and safe. in the frame of these policies with the aim of making use of national sources utmost and increasing the government, private sector and foreign investments on energy field, important studies have to be made. The study comprises seven chapters and appendices. in the first chapter of the study, general knowledge about energy sources and the cost of electric production with its potentials, advantages and disadvantages as well as a general literatüre are presented. in the second chapter, gross hydroelectric energy potentials existing in Samsun and Ordu regions are calculated. in the third chapter, from 2005 to 2065 years within 5 year periods, the electric energy consumptions in the regions is predicted, in the aspect of evaluating ali the gross hydroelectric energy potential computed, the electric energy consumption meeting rations and interconnected electric energy quantities that will be processed into the system are found. in the thirth and fourth chapter, the evaluation studies of hydroelectric potential in the region with obtained results are compared. in the fıfth and sixth chapter, the conclusions and recommendations of the study are given, respectively. in the seventh chapter, references are given. in the appendices, existing projects in Samsun and Ordu regions are given. it this study; the gross hydroelectric potential in Ordu region is not used up to now, even with the projects evolved by DSİ, only %29 of the potentials will be assessed, and in Samsun region as well %17 of the potential is used; the small rivers even on the basis of the Project were not considered, are the results attained.
