Özet
Bu tez, Bosna'daki Dayton sonrası devlet insa sürecinde uluslararası ve yerel aktörlerarasındaki iliskilerin kavranısını derinlemesine ve bütün incelikleriyle irdelemeçabasındadır. Bosna'daki devlet insası ciddi derecede ilgi çeken ve üzerinde çalısılılanbir konu olmaklı birlikte uluslararası topluluk ile yerel milliyetçi partiler arasındakiiliskinin analizi nispeten yüzeysel kalmıstır. Bu iliskinin niteligi her zaman tartısmalıve muhalefet edilen bir husus olmustur. Bu yaklasımı elestirmek için iki problematikbakıs açısını öne çıkarttım. Bunlar devletle ilgili kavramlardır; teorik olarak, yüksekderecede teklestirilmis ve birlestirilmis bir varlık; yalıtılmıs ve sabit aktör kimlikleriolarak içsel ve dıssal betimler. Bu tezin temel argümanı, uluslararası toplulugun vemilliyetçi partilerin (ki bunlar, dıssal ve içsel devlet aktörlerini nispi olarak temsilederler) karsılıklı olarak avantajlı ve birbirlerini destekleyen gücü, sorumlulugu vesuçlamayı paylasma sürecinde birlesmis olduklarıdır. Bu süreç dısardan çatısmalıgözükmektedir ama gerçekte isbirligine dayanmaktadır; bu yüzden devlet insasının oniki yılının sonucu hem uluslarası toplulugun hem de Bosna devletindeki milliyetçipartilerin hâlâ etkin bir sekilde varlıklarını sürdurmekedirler.

This thesis is an endeavor to develop a more thorough and nuanced understanding of therelationship between international and local actors in the post-Dayton state-buildingprocess in Bosnia. While state-building in Bosnia has received a considerable amountof attention and study, apprehension and depiction of the relationship between theinternational community and Bosnian governing officials has remained relativelyhomogeneous. This dominant account of the relationship has been that it is acontentious and oppositional one. To criticize the approach I highlighted two of itsproblematic aspects. These were the conception of the state, in the abstract, as a highlyunified and cohesive entity. And, the depiction of internal and external as isolated andfixed actor-identities. The central argument of this thesis is that the internationalcommunity and the nationalist parties (representing respectively the external andinternal state actors) have become united in a mutually advantageous and mutuallyreinforcingprocess of sharing power, responsibility, and blame. This process has beenapparently oppositional but effectively cooperative, so that the outcome of twelve yearsof state-building has been the continued relevance and effective entrenchment of boththe international community and the nationalist parties in the Bosnian state.
