Özet

Ülkelerin hemen hemen tamamında çocuk hakları, uluslararasıanlaşmalar ve kanunlarla desteklenmektedir. Çocuk sayısı ülke nüfusununyarısı olmasına rağmen çocuklara sunulan eğitim henüz uluslararasıanlaşmaların belirlediği standardı yakalayamamıştır. Bu çalışmada ÇocukHakları Sözleşmesinin, eğitim politikalarına yansımaları konusunda Milli EğitimBakanlığı uzmanlarının görüşlerini ortaya koymak amaçlanmıştır. Araştırmanınçalışma grubunu; 11 genel müdürlükte yapan görev yapan 20 uzmanoluşturmaktadır. Araştırmanın amacına ulaşmak için 5 maddeden oluşansorulara yanıt aranmıştır. Yaşamsal, gelişimsel, korunma ve katılım haklarıçerçevesinde eğitim politikaları ile ilgili olarak genel görüşlerinebaşvurulmuştur. Gerekli verileri toplamak amacıyla uzman görüşleri alınarakgörüşme formu oluşturulmuştur. Veriler içerik analizi ile analiz edilmiştir.Araştırmanın sonuçlarına göre uzmanlar, daha demokratik toplum olmak,baskıcı eğitimden kurtulmak, kendine güvenen, haklarının bilincinde bir nesilyetiştirmek için adı geçen hakların eğitim politikalarına yansıtılmasınıngerekliliği ve önemi konusunda görüş birliği içindedirler. Ancak Çocuk HaklarıSözleşmesi'nin belirlediği yaşamsal, gelişimsel, korunma ve katılım haklarınıneğitim politikalarına yansımaları konusunda görüş farklılığı olduğusaptanmıştır.

Almost in all of the countries throughout the world, rights of children are supportedand protected by international agreements and laws. Though the proportion ofchildren in the population is about half, the quality and content of the educationwhich is offered to children is not in accordance with the standards specified ininternational agreements. The main aim of this study is to set forth the views of theexperts from Ministry of Education about the effects of the Convention on the Rightsof the Child (CRC) on the policies of education. The working group in this studyconsists 20 experts from 11 different general directorates in central organization ofthe Ministry of Education. In order to achieve the goal of this study, to answer to aset of questions (contains 5 questions) was found out. Experts? general views andopinions on education policies within the frame of the rights of life, development,protection and participation of the children have obtained. To collect the necessarydata, an interview form was designed after obtained suggestion of experts on thetopic. The collected data analyzed according to the content analysis method.According to the results of this study, experts have reached a consensus that inorder to be a more open and democratic society, to put an end to oppressiveeducation methods and to rise up generations who have self-confidence and who isaware of their rights and freedoms, those rights mentioned above are very importantand they must be reflected into education policy. But there is a disagreementbetween experts about how the rights mentioned in Convention on the Rights of theChild (CRC) as saying life, development, protection and participation rights will bereflected to education policy.
