Özet
Teori, yazarın sistematik bilgiye ulaşmasında önemli rol oynar. Öte yandan, uluslararası sistemin nasıl işlediği ve devletlerin bu sistem içindeki davranışlarını anlamada ve analizde anahtar görevi görür. Öncelikli olarak, yazar, günümüzde varolan uluslararası ilişkiler teorilerinin ne anlama geldikleri ve Orta Doğu-İsrail dış politikası bağlamında bu teorilerin zorluğu ve uygulanabilirliği üzerine okuyucuyu bilgilendirme amacı taşımaktadır. İkinci olarak, çetrefilli Ortadoğu satranç tahtasının önemli aktörlerinden biri olan İsrail gözönünde bulundurulduğunda, araştırmacının uluslararası ilişkiler analizinde ve yapı ile özne arasındaki sorunları açıklaması açısından yeni bir teoriye ihtiyacı vardır. Yazara göre, Anthony Giddens'ın“Yapılaşma Teori”si yeni olmasına rağmen yapı ile özne arasındaki probleme cevap verebilecek bir kuramdır. Çünkü yapı ile özne arasındaki sorunsal, günümüzde akademisyenler arasında hala tartışılan bir konudur.11 Eylül'ün ardından, birçok özne (küçük devletler, uluslararası şirketler ve farklı ideoloji ve vizyona sahip kurumlar) sistem içinde varolabilmek için birbirleri ile etkileşimi geliştirmiş ve bu da dış politika analizinin makro bir çerçevenden bakılamayacağını beraberinde getirmiştir. Bunun yanısıra, 2006 İsrail yasama seçimlerini takiben Kadima'nın yükselişi (2006-2008 yılları arasında İsrail'in başındaki siyasi parti) ve Lübnan Hizbullah'ı ile yapılan savaş, İsrail dış politikasının analizinde hangi teorinin daha uygulanabilir olduğu hakkında önemli veriler sunmaktadır. Sonuç olarak, Yapılaşma Teorisi, yazara bölgede yaşananların kavranması açısından fırsat tanımaktadır.

Theories assist the author to reach systematical knowledge in international relations. On the other hand, systematical knowledge has always been the key to conceptualize how the international system functions and how states behave within this system. Primarily, the author refers to the former IR Theories to explain what these theories stand for and why it is not easy and eligible to implement these theories within the context of Middle East and Israeli foreign policy. Secondly, the author specifies that in the question of Israel, which is a preponderant power of the complicated Middle East chess table, one definitely feels the need of a new theory in the analysis of international relations which can deal with the explanatory implications of the structure and agency issue.The author believes that Anthony Gidden?s Theory of Structuration is a new but an embracing theory which can resolve the structure-agency problem. Structure and agency is still a debated question between scholars. After 9/11, so many agencies (minor actors such as small countries, multi-national cooperations and organizations) develop interaction amongst each other to sustain within the system that foreign policy analysis cannot be completely explained from a macro perspective. Besides Kadima?s rise after the 2006 Israeli Legislative Elections, the ruling party of Israel between the years 2006-2008, and the war with Hezbollah in the 2nd Lebanon War, give the author an insight on which theory is most feasable in the analysis of Israeli foreign policy. In conclusion, Structuration Theory provides the author the opportunity to understand the situation as a whole.
