Özet
Yönetim Bilgi Sistemleri işletmelerde yöneticilerin ve kullanıcıların doğru kararı en kısa zamanda vermelerine destek sağlayan, bilgi teknolojilerinden faydalanan ve otomasyona dayalı sistemlerdir. İşletmelerin bilgi ihtiyacı çevreden toplanan verilerin sistem tarafından işlenerek doğru zamanda, doğru kişiye, doğru bilginin iletilmesiyle sağlanır. Günümüzde işletmeler bilgiye hızlı şekilde erişmek ve bu bilgiyi piyasada rekabet edebilmek için kullanmak amacıyla Yönetim Bilgi Sistemleri'nden faydalanmak eğilimindelerdir. Bilgi iletişiminin verimliliğini arttırmak amacıyla kullanılan bu sistemler organizasyon yapısının ve işletmenin bütün fonksiyonlarının yeniden tasarlanmasını gerektirir. Sistem geliştirme döngüsünün ilk adımı olan ön incelemede sistem genel olarak tanımlanırken, olurluk analizinde mümkün olan tüm çözümlerin ekonomik ve teknik açıdan incelenmesi yapılır. Sistem analizinin amacı ise mevcut sistemin detaylı incelemesini ve kullanıcı ihtiyaçlarının belirlenmesini içerir. Sistem analizinde elde edilen bilgiler doğrultusunda bilgi teknolojilerinin de yardımıyla yeni sistemin tararımı gerçekleştirilir. Yeni sistem tasarlandıktan sonra organizasyon yapısı yukarıdan aşağıya doğru modüler bir yapıya dönüştürülerek programlanır. İşletmenin bilgi iletişimi verimliliğini arttırmak için kurumsal ağ yapısı kurulur ve geliştirilen yeni sistem test edilir. Test aşamasında yeni sistemin sorunları giderilir ve işletme yeni sisteme geçişini tamamlar. Bu tez çalışmasında bilginin işletmeler açısından önemi, işletmelerin Yönetim Bilgi Sistemleri'ne ihtiyaç duyma sebepleri, modern sistem analizi ve tasarımı araçları kullanılarak sistem geliştirme sürecinin ne şekilde gerçekleştirileceği, uygulamada ne gibi sorunlarla karşılaşılabileceği ve bu sorunların nasıl önlenebileceği incelenmiştir.

Management Information Systems (MIS) are automated systems that benefits from information technologies and supports managers and users to make quick and true decisions. The information that is needed by the organizations is achieved by gathering raw data from the enviroment, processing it and transmitting it to the right person at the right time. Nowadays organizations need the Management Information Systems to achieve the information they need. These systems are used to improve the information transmission. In order to use these systems, organizastion?s structure and functions must be redesigned . The system development cycle begins with system survey, where existing system is identified, and the feasibility study. The next step is system analysis. System analysis? purpose is to determine the users? needs and fully identify the existing system. The information obtained by the system analysis is used to design the Management Information Systems with the help of the information technologies. After the new system is designed, organization?s structure is programmed from top to bottom in a moduler approach. In order to have an efficient information transmission structure, establishing the enterprise network should be the next step. When the system design process is complete, the new system should be tested. The problems encountered in the testing process are going to be fixed and the installation of the new system would be complete. In this thesis, the need for the Management Information Systems, modern system analysis and design tools and techniques and the possible problems that could be encountered in the development process are examined.
