Özet
Avrupa Birliği'ne üye ülkelerin eğitim sistemlerinde önemli farklılıklar bulunmaktadır. Avrupa Birliği, hem bu farklılıkların diğer ülkeler tarafından görülebilmesi, hem de farklılıkları ortadan kaldırmadan ortak bir eğitim politikası oluşturulması amacıyla, Avrupa Birliği Eğitim ve Gençlik Programları adı altında Leonardo da Vinci (Mesleki Eğitim), Socrates (Genel Eğitim) ve Youth (Gençlik) Programlarını oluşturmuştur. Programların ortak amacı eğitimde fırsat eşitliği sağlayarak yaşam boyu eğitimi sürdürmektir. Türkiye de 2004 yılında Programlara katılarak bu alandaki faaliyetlerine başlamıştır.Bu çalışmada, Türkiye'nin katılmış olduğu Avrupa Birliği Eğitim ve Gençlik Programlarından, mesleki eğitim alanında uluslararası hareketliliği sağlayan ve yararlanıcılara nitelik ve deneyim kazandırmayı hedefleyen Leonardo da Vinci Programının özellikle istihdam açısından değerlendirilmesi amaçlanmıştır. İşsizliğin Türkiye'de büyük bir sorun niteliği taşıdığı göz önüne alındığında, nitelikli işgücü yetiştirmeyi amaçlayan mesleki eğitim faaliyetlerinin istihdam yapısına önemli katkılarda bulunacağı aşikardır ve mesleki eğitim alanında yapılan çalışmaların istihdam olgusu çerçevesinde değerlendirilmesi gerekmektedir. Bu noktadan hareketle Leonardo Programının değerlendirilmesi bir ihtiyaç olarak gözükmüş ve çalışmanın çıkış noktasını oluşturmuştur.Çalışmada, değerlendirme kapsamına alınan projelerin hem yürütücüleri hem de yararlanıcıları ile derinlemesine mülakatlar yapılmış ve projelerin başarılı ve eksik yönleri belirlenmeye çalışılmıştır. Elde edilen bulgular genel anlamda projelerin başarılı sonuçlara ulaştığını göstermektedir. Yararlanıcıların proje kapsamında aldıkları eğitimler sayesinde mesleki beceri, nitelik ve deneyim kazandıkları, hatta kazanılan deneyimlerin de istihdama yansıtılabildiği sonucuna varılmıştır. Yararlanıcıların bir kısmı aldıkları eğitim sayesinde iş bulabileceğini düşünmekte olup, bir kısmı ise proje sonrasında bir işe yerleşmiştir. Bu veriler, projelerin istihdama olan katkısı açısından son derece önemlidir. Bu nedenle projelere daha fazla önem verilmeli ve belirlenen eksik yönler gelecekteki projelerde göz önüne alınmalıdır.

There are considerable differences among the educational systems of members of the European Union and European Union has developed Leonardo da Vinci (vocational training), Socrates (general education) and Youth programmes by the name of European Union Education and Training Programmes for both making these differences seen by other countries and developing a common educational policy without eliminating these differences. Common purpose of the projects is to maintain lifelong learning by providing equality of opportunity at education. Turkey has also commenced its activities in this field by participating to these Programmes in 2004.In this study, it is intended to evaluate the European Union Education and Training Programmes and their projects that provide international mobility in vocational training and through this aim to bring the beneficiaries qualifications and experience especially in terms of employment. Considering the fact that the unemployment is a crucial problem in Turkey, it is obvious that the vocational training activities which aim to train qualified labour force will highly contribute to the employment structure and it is necessary to evaluate the studies in the field of vocational training within the framework of employment. In this context, evaluating the Leonardo Programme is considered as a requirement and it constitutes the main focus of this study.In the study, depth interviews have been realised with both the executers and the beneficiaries of the projects under the scope of the evaluation and it has been tried to identify the successful and inadequate aspects of the projects. The obtained findings note that in general the projects have achieved successful results. Through the trainings provided for the beneficiaries within the scope of the projects, it is seen that the beneficiaries have gained vocational skills, qualifications and experiences and that the gained experiences can be reflected to the employment. A part of the beneficiaries think that they can find job through the trainings whereas some of them have been employed after the project. These data are very important in terms of the contribution of the projects to the employment. For this reason, more attention should be paid to these projects and the identified inadequate aspects should be taken into consideration in the future projects.
