Özet
Bu çalışmada, Türkiye'de tütün ve tütün mamullerinin serbest piyasa şartlarında işlem görmeye başladığı 1980 sonrasındaki yasal düzenlemeler, tüketici eğilimleri, dünyadaki gelişmeler, özelleştirme sürecindeki uygulamalar, TEKEL'in çıkarılan kanunlarla birlikte tütün üretimi, alımı, satışı, mamul üretimi ve mamul satışının nasıl değiştiği ve bunların Türkiye tütün tarımına etkilerinin nasıl olduğu belirlenerek incelenmiştir.Bu çalışmanın verileri TÜİK, TEKEL, FAO ve ETİP istatistik raporlarından yararlanılarak hazırlanmıştır. Çalışmada yöntem olarak tütüne ilişkin kanunlar, özellikle 1177 sayılı Tütün ve Tütün Tekeli Kanunu ile 4733 sayılı Tütün, Tütün Mamulleri, Tuz ve Alkol İşletmeleri Genel Müdürlüğünün Yeniden Yapılandırılması ile Tütün ve Tütün Mamullerinin Üretimine İç ve Dış Alım ve Satımına, 4046 Sayılı Kanunda ve 233 Sayılı Kanun Hükmünde Kararnamede Değişiklik Yapılmasına Dair Kanun incelenmiş, tütüncülük üzerine etkileri değerlendirilmiştir. Ayrıca tütün ve tütüncülük ile ilgili kaynak taraması yapılmıştır.Araştırma sonuçlarına göre, Türk tütün sektöründe özellikle üretim politikasında süregelen eksiklikler ile özelleştirme çalışmaları sonucu devletin tütün sektöründen desteğini çektiği saptanmıştır. Bu durumun Türkiye tütün üretimi ve ticaretini direkt etkilediği görülmüştür. Ayrıca dünya tütün üreticisi ülkeler ve AB ülkeleri ile Türkiye arasında tütüne ilişkin birçok farklı yönün olduğu görülmüş, devletin her ne kadar desteğini çekse de, Türk tütücüsünü çok uluslu şirketlere ezdirmemesinin ve üreticileri destekleyen uygulamalarının gerekliliği tespiti yapılmıştır.

In this study, in Turkey, the legal legislations after 1980?s where tobacco and tobacco products of Turkey started to be traded in the free market, consumer trends, developments in the world, applications during the privatization phase, main changes on production, purchase and sale of tobacco, manufacture and sale of the products with the legislation of the laws in TEKEL and how they affect the country?s tobacco farming, have been examined rigorously.The data of this study has been prepared by utilizing from the statistics reports of TSI, TEKEL, FAO, and ETİP. In this study, laws referred to tobacco, especially the Law numbered 1177 related to Tobacco and Tobacco Monopoly and the Law No. 4733 of Restructuring of Tobacco, Tobacco Products, Salt and Alcohol Enterprises General Directorate and Production of Tobacco and Tobacco Products, Domestic and Foreign Purchases and Sales and Law on the Amendment of Law No. 4046 and Decree No. 233 have been examined as a study method and their effects on tobacco have been evaluated. In addition, regarding tobacco and tobacco businesses, scanning of the resources scan have been carried out.According to the survey results, it has been found out that TEKEL has been destroyed as a result of the ongoing lack of production policy with the privatization works in the Turkish tobacco industry and the government withdrawn its support from the tobacco sector. It has been seen that this situation directly affects Turkish tobacco trade. In addition, it has been figured out that there are many different aspects between tobacco producers throught the world and the EU countries and Turkey, further, it has been identified that even the government has withdrawn its support from the tobacco sector, that is a necessity for the government not to allow to be destroyed of the Turkish tobacco producers by the Multinational Enterprises and the requirement for the application supported to the manufacturers have been detected.
