Özet
Devletin düzenleyici konumunun siyasal sistemdeki yeri ve etkisi siyasi düşünürlerin fikirlerinin temel ayrılık noktalarından biri olarak göze çarpmaktadır. Reform ve Rönesans döneminde bir bakıma eskiye dönüş misyonu çerçevesinde düşünürler artık tekrar birey kavramını ön plana almışlardır. Modern devlet kavramı, kendinden önceki mitolojik ve dinsel dayanak arama olgusunu tümüyle yıkmış yerine meşruiyetini rasyonellikten alan yeni bir dönemin kapılarını açmıştır. Thomas Hobbes toplum sözleşmesiyle meşruiyeti ve otoritesi sorgulanamaz bir Leviathan yaratmış, günümüz devlet anlayışının temellerini atmıştır. Rasyonel akla sahip bireylerin kendi çıkarları doğrultusunda devleti oluşturma gayreti süreç sonunda bireyi, devlet için olması gereken bir olgudan öteye götürmemiştir.

State's regulatory position in the political system and its influence, are one of the basic seperation points among the ideas of political thinkers. In Reform and Renaissance period, within the framework of going back mission, the political thinkers have taken fore again the concept of the individual. Mythological and religious basis of legitimacy was completely destroyed by means of the rise of modern political state. Instead a new era has begun rational adjusted legitimacy. By means of social contract theory, Unquestioned authority and legitimacy of the Leviathan was created by Thomas Hobbes, has laid the foundation of modern understanding of the state. Rational self-interest of individuals, in process of establishing reasonable state, becomes a problematic issue for the individuals in a way that they are seen as just a element which is only neccessary for the establishment of the state.at the end of the progress.
