Gürlek, Ziya, (2010), Avrupa Birliği Sürecinde Türk Emniyet Teşkilatındaki Eğitim ve Öğretimin Gelişimi ve Bu Sürece Uyumu, Yüksek Lisans Tezi, Danışman: Prof. Dr. Veysel K. Bilgiç, 123 sayfa.Türkiye, Avrupa İnsan Sözleşmesinin ilgili maddelerinin ihlali nedeni ile şahıslara önemli miktarlarda tazminatlar ödemiştir. Bu gerçeği göz önünde bulundurarak, kolluk uygulamaları standardının Avrupa'daki uygulamalar düzeyine çıkarılması Türkiye'nin ana hedeflerinden birisi olmuştur. Bu amacın gerçekleştirilmesinde en etkili araçların başında polisin eğitimi gelmektedir. Çünkü bilgi, beceri ve davranış-larında değişim ve gelişimin sağlanmasında en etkili yol kaliteli bir eğitimdir.Avrupa Birliğine giriş sürecinde hesap verebilirlik, sorumluluk, şeffaflık, uzlaşma ve meşruiyet gibi konular polis uygulamaları ve eğitiminde tartışılmaya başlandı. Bu süreçteki değişim arayışları, Türk Polis Örgütünde iyi yetişmiş orta yönetici düzeyinde personel ihtiyacını ortaya çıkardı.Giriş süreci ayrıca Türk Polis Örgütü mensuplarının entelektüel kapasitelerinin artmasını sağladı. Öyle ki, birçok alanda bu kapasitenin Avrupa Birliği standart-larının üzerinde olduğunu söylemek yanlış olmayacaktır. Polis eğitim kurumlarında ve görevdeki polislerin hizmetiçi eğitimlerde uygulanan programlar bu gerçeğin bir göstergesidir. Lisans ve yüksek lisans düzeyinde öğretilen insan hakları ve etik kurs-ları bu programlarda dikkat çeken hususlardandır.Sonuç olarak, Avrupa Birliği standartlarına sahip olmayı hedefleyen Türk Polis Örgütü için geleneksel polis kültürü ve imajını değiştirerek günümüz şartlarına uygun bir polislik anlayışı ve modern bir polis kültürüne sahip olma kaçınılmaz bir önceliktir. Bu hedefe ancak Türk Polis Örgütüne personel yetiştiren polis eğitim kurumlarının Avrupa Birliği standartlarına uyumuyla ulaşılabilir. Eğitim, insan haya- tının sadece belirli bir dönemini kapsayan bir süreç değildir. Eğitim, insanlara bilgi ve sorumluluk kazandıran sonu olmayan bir süreçtir. Eğitimin günümüzdeki en bü-yük amacı, insanlara sadece istikbal değil istikamet de verebilmektir. Türk polis eğitim sistemi de bu istikamete doğru gitmektedir.

Bilgiç, 123 pages.Turkey has paid a huge amount of compensations to individuals because of violation of the relevant articles of the European Convention on Human Rights. Considering this fact, it has been a main target of Turkey to raise the law enforcement standards to the level of those of law enforcement agencies in Europe. Education of the police officers is one of the most important tools to be able to meet this aim, given that the best way to ensure progress and change in the knowledge, skill and behavior of the security forces is a quality education.In the process of accession to the EU, some of the issues such as accountabi-lity, responsibility, transparency, reconciliation and legitimacy have begun to be dis-cussed in the police training and education. The demand of change in this process has marked the need of well trained middle level managers in the Turkish National Poli-ce (TNP).Accession process has also raised the intellectual capacity of the TNP mem-bers. Such that it will not be wrong to say that this capacity is even over the EU stan-dards right now. The programs applied in the police schools and in-service trainings of the police officers are a kind of indicator of this fact. Human rights and ethic cour-ses taught at license and graduate level are some important parts of these programs.As a conclusion, it is an inevitable priority for today?s Turkish National Police targe-ting to have the EU standards to have an up-to-date policing understanding and a mo-dern organizational culture by changing the traditional police culture and police ima-ge. This target could only be reached by ensuring the conformity of police schools that train the potential members of TNP with the standards of the EU. Education is not a process that covers only a small period of a human being?s life. Education is an everlasting process that brings individuals in knowledge and responsibility. Today, education?s main purpose is not only to ensure a good future for individuals but also to give them a direction. Turkish Police education system moves towards to this.
