iiÖZETÇAM KÖKER, Ebru. ?Sosyal İnceleme ve Mesleki Raporlarında Suça İtilen Çocuklar: Koruma Bakım ve Rehabilitasyon Merkezleri Örneği?, Yüksek Lisans Tezi, Ankara, 2010.Bu araştırmanın temel amacı; Türkiye'de çocuk koruma sistemindeki suça yönelen çocukların toplumla bütünleşebilmeleri için çocukların kişisel dosyalarında yer alan sosyal inceleme raporları ile aile ve çocukla yapılan mesleki çalışmalara ilişkin raporları taramak yoluyla ihtiyaç duydukları tretman programlarına temel oluşturmaktır.Bu amaç çerçevesinde, sosyal inceleme raporlarında çocuğun suç işlemesinde etkili mikro düzeyde ( çocuk ve aile), mezzo düzeyde (okul,çevre, akran grubu, iş çevresi boş zaman) ve makro düzeyde (göç,medya,sosyal ve ekonomik politikalar,sosyal refah sistemi, çocuk adalet sistemi) etkili faktörler ile aile ve çocuğa yapılan sosyal hizmet müdahalelerinin belirlenmiştir.Araştırmada veri toplama aracı olarak koruma bakım ve rehabilitasyon merkezlerindeki çocuklara ait sosyal inceleme raporları ve mesleki çalışma raporlarını taramak için araştırmacı tarafından geliştirilmiş kodlama yönergesi kullanılmıştır. Araştırmada toplam 101 çocuk hakkında düzenlenmiş sosyal inceleme raporu ve diğer mesleki raporlardan veri toplanmıştır.Araştırmada elde edilen sonuçlar şunlardır; çocukların göstermiş oldukları suç davranışı aile özellikleri, akran grupları, çevre ve eğitim durumlarıyla ilişkilidir. Bu çocuklar haklarında korunma/tedbir kararı alındıktan sonra kurum bakımına yerleştiririldiklerinde uyum sorunları yaşamakta, okul devamsızlıkları ve akademik başarısızlıkları devam etmektedir. Çocuklar; kurum bakımında yaşadıkları sorunlar, aile özlemi, yaşadıkları ortama geri dönme ve kuralsız yaşama isteği nedeniyle sık sık kuruluştan kaçmakta bir başka deyişle izinsiz olarak ayrılmaktadırlar. Kurum bakımındaki çocuklara ve ailelerine yapılan mesleki müdahaleler, personel sayısının yetersiz olması ve personelin bu çocuklarla çalışmak için gerekli mesleki donanıma sahip olmamaları nedeni ile yetersiz kalmaktadır.iiiÇocuklar hakkında düzenlenen sosyal inceleme raporları ise uygulanacak mesleki müdahale planı için yeterli düzeyde bilgi içermemektedir.

ivABSTRACTÇam Koker, Ebru.“Juvenile Offenders in the Social Investigation and Vocational Work Reports: Example of Care and Social Rehabilitation Center”, Master Thesis, Ankara, 2010The main purpose of this study is to provide basis for needed treatment programmes by children, in social protection system in Turkey who tend to commit crime, in order to enable them to integrate in society. Study is to be done through desk review of social investigation reports in their personal folders and vocational work related reports about children and their families.For this purpose, study aims to determine social service interventions that have target family and the children along with micro-level (children and family), mid-level (school, environment, peer group, work environment, leisure time) and macro level (migration, media, social and economic policies, social welfare system, the juvenile justice system) factors that are influential for children to commit crime in social investigation reports.In this study, data collection instrument, a coding guideline was developed and used by researchers in order to review social investigation reports of children who are in care and rehabilitation center and vocational work reports. In total, data of 101 children collected from social investigation and other vocational reports .The results obtained from the study as follows; criminal behaviors of the children are associated with family characteristics, peer groups, environmental and educational status.These children start to live in social services and child protection agency centers after protection/ preliminary injunction is taken. When they are in those centers, they face difficulties in adaptation and days of absence from school and academic failure continues.As results of the problems that children experience during their stay in social services and child protection agency centers; family longing, willingness to go back where they use to live and not to obey the rules, they often escape from the centers, in other words, they leave the centers without permission.vInterventions to children in social services and child protection agency centers and their families are inadequate due to insufficient number of personnel and not having enough professional capacity and skills in the personnel to work with these children.Social investigation reports prepared for these children do not contain enough information for any vocational intervention plan.
