Özet

Bürokrasi, ekonomik ve toplumsal yapının nasıl yönetildiğini anlatan modern devletin yönetim biçimidir. Bir başka deyişle, bürokrasi, kurallara dayalı hiyerarşik düzen, kırtasiyecilik ve hantal devlet yapısı gibi patolojik tanımlamalardan daha farklı bir anlama gelmektedir. Bürokrasinin ekonomik ve toplumsal yapının yönetim biçimi olarak tanımlanması doğal olarak onun doğrudan devlet yönetimiyle ilgili olması sonucunu doğurmaktadır. Bu nedenle de bürokraside değişim, doğrudan devletin ekonomik ve toplumsal yapıyı biçimlendirmedeki konumunda, görevlerinde ve rollerinde meydana gelen farklılaşma olarak belirmektedir.Temel konusu bürokraside değişime olan bu çalışmada değişimin devlet düzleminde bürokrasiden postbürokrasiye değil, bürokrasiden yönetişime doğru olduğu savunulmaktadır. Çünkü postbürokrasi, bir yönetim biçimi olmayıp bürokrasinin örgütler dünyasında yaşadığı değişimi sınırlı bir şekilde anlatmaktadır. Bu nedenle değişim, yeni bir iktidar biçiminin ürünü olan yönetişimci yönetim biçimine doğru gelişmekte ve böylece devletin ekonomik ve toplumsal yapıyı yönetme ve yönlendirme pozisyonunda büyük farklılaşmalar yaşanmaktadır. Değişimin yönünü saptadıktan sonra yapılması gereken en önemli şey, değişimin nasıl gerçekleştiğini gösteren uygun bir inceleme nesnesi aracığıyla değişimi analiz etmektir. Bu çalışmada bu amaçla benimsenen araç, planlama anlayışındaki değişimdir.Planlama, devletin ekonomik ve toplumsal yaşama doğrudan müdahale etmesidir. Bu bağlamda planlama anlayışındaki değişim süreci sadece planlama tekniğinde yaşanan bir farklılaşma anlamına gelmemekte, bürokrasiden yönetişime doğru olan değişimi anlamak için en uygun yönetsel araç olarak da ön plana çıkmaktadır. Çünkü kalkınma planlaması, bürokratik yönetim biçimine uygun olarak kamu hizmeti temelli bütünsel bir ekonomik ve toplumsal kalkınmayı amaçlarken; stratejik planlama, piyasacı ilkeler üzerinde yönetişimci yönetim biçimini hayata geçirebilecek bir anlayışla yönetim biçiminin şekillendirilmesini öngörmektedir. Bu nedenle bu tez çalışmasında bürokraside görülen değişimi analiz edebilmek için planlama anlayışındaki değişim süreci analiz düzeyine alınmakta ve böylece yönetim biçiminde yaşanan değişim, yönetim sürecinin çeşitli aşamaları bakımından araştırılmaktadır.

Bureaucracy is the administration type of the modern state that tells how the economic and social structures are administered. In other words, it has a different meaning from pathological definitions such as rules-based hierarchical order, red tape or cumbersome state. Defining the bureaucracy as the administration type of the economic and social structures naturally makes it directly related with the administration of the state.
