Özet

Türk toplumunda devlet ile vatandaşlar arasında bir köprü vazifesi gören sivil toplum kuruluşlarının (STK) doğuşu, II. Meşrutiyet dönemine dayanmaktadır. Temel hak ve özgürlüklerin, yazılı anayasal belgelerde yer verilmesi anlayışı, Batı'dakine benzer sivil toplum öğelerinin, tohumlarının atılması anlamına gelmiştir. Bu bağlamda, çıkartılan 16 Ağustos 1909 `Cemiyetler Kanunu' cemiyet kurma hakkını daha yasal ve kolay hale getirmiştir. Bu durum, STK'ların daha geniş çevrelerce benimsenmesinde etkili olmuştur. Bunda İttihad ve Terakki yönetiminin etkisi büyüktür.Bu çalışmada, 1908-1928 arası Kastamonu basınında STK'ların çalışmaları ve bulundukları döneme katkıları ve rolleri üzerinde durulmuştur. II. Meşrutiyet döneminde başlayan cemiyetleşme, halkı Kuvâ-yı Millî'ye ruhuna hazırlamada etkili olmuş, halk arasında birlik, beraberlik duygularını güçlendirmiştir. Millî Mücâdeleyi yapan ruhun köklerini bu kuruluşlar oluşturmuş ve kamuoyunu çok önemli bir şekilde etkilemiştir. STK'lar Kastamonu vilâyetinin sosyal ve kültürel yapısına katkı sağladığı gibi şehirdeki aydın kitlenin de ön plana çıkmasına vesile olmuştur.ANAHTAR KELİMELER: Kastamonu, Sivil Toplum Kuruluşları, Cemiyet, Basın, Meşrutiyet, Millî Mücâdele

Emergence of nongovernmental organizations (NGO), which function as bridges between the government and the citizens in the Turkish society, goes back to the 2nd Constitutionalist Period. The years between 1908 and 1909 have been extremely important years for Turkish history since they comprised a period when constitutional monarchy was established and the civil-military bureaucracy, according to which the government was responsible only against an assembly selected by the people, was tried to be excluded from political process. In addition to that, the understanding that suggests including basic rights and freedoms in constitutional documents meant sowing the seeds of civil society elements similar to the ones in the West. Concordantly, the ?Associations Law? issued on August 16th 1909 legalized the right to found associations and made it easier. This situation contributed the the adoption of nongovernmental organizations by larger masses. Union and Progress Party Government had a big influence in this sense.This study has focused on the works of NGOs within Kastamonu press between 1908 and 1928 and their roles and contributions to the period. Association movement that started in the 2nd Constitutionalist Period had affects while preparing the people for War of Independence and Sprit of National Forces and it strengthened solidarity and unity senses among the people. These associations established the roots of the spirit that fought in War of Independence and they significantly affected the public. NGOs did not only contribute to the social and cultural structure of Kastamonu province but also helped the intellectual people in the city to come into prominence.KEYWORDS: Kastamonu, Nongovernmental Organizations, Association, Press, Constitutionalism, War of Independence
