Özet

Bu çalışma devlet ve zorun içiçeliği gerçekliğinden hareketle zorun bir boyutu olarak güvenlik alanında özellikle 1970'lerde başlayan sermaye birikim krizinin aşılması amacıyla yaşanan gelişmeler üzerinden devletin değişimini gözler önüne sermeye çalışmaktadır. Bu noktada güvenlik olgusunun çağdaş formlarının, kapitalist birikim modelleriyle bağlantısının kurulması bağlamında inceleme araçları olarak esasen özelleştirme bağlamında özel güvenlik şirketleri ile güvenliğin yerelleşme eğilimini hızlandırabilecek ve zorun meşrulaştırılmasına yönelik neoliberal bir güvenlik uygulaması olarak kabul edilebilecek toplum destekli polislik uygulaması seçilmiştir.Her iki aracın zorun meşruiyetini artırmaya yönelik çabalar olarak güvenlik alanında yeni aktörlerin ortaya çıkmasına hizmet ettiği savunulmaktadır. Devletin sermaye lehine ekonomik ve toplumsal alandan kamu hizmeti sunma anlayışından uzaklaşması, baskıcı ve tahakkümcü yönünün daha fazla ön plana çıkmasıyla eşanlıdır. Çalışmada jandarma devlet anlayışının güçlendiği ve devletin sert çekirdeğinin -esasen gücünden bir şey kaybetmeden ve modern devletin ortaya çıkmasıyla meşru kılınması daha da önem kazanan- meşru kılınmasına yönelik tarihsel çabaların son dönemde özel güvenlik şirketleri yoluyla ve neoliberal toplum destekli polislik uygulamalarıyla yürütüldüğü anlatılmaktadır.Çalışma devlet ile güvenlik ilişkisinin sermayenin birikimi üzerinden şekillendiğini ve buna uygun yapılanmanın güvenlik alanında yönetişim modeli üzerinden gerçekleştirilmekte olduğunu ortaya koymaktadır. Buna göre devletin zor yönünün/sert çekirdeğinin ayrıcalıklı konumunu korumasına hatta giderek güçlenmesine imkan tanıyan ama aynı zamanda özelleştirme yoluyla özel güvenlik şirketlerinin ve toplum destekli polislik gibi neoliberal güvenlik uygulamalarıyla sivil toplumun güvenlik aktörü olarak giderek önem kazanmasına yol açan güvenlik yönetişimi, toplumsal denetim ve gözetim özelinde jandarma (gece bekçisi) devletin güçlenmesine hizmet etmektedir.

Basing itself on the fact that state and coercion are intrinsically related, and as a dimension of coercion, this study attempts to reveal the transformation of the state as manifested in the recent developments in the field of security, which have taken place to overcome the crisis of capital accumulation beginning in the 1970s. From this point of view, two instruments of study were adopted to bring the modern forms of the concept of security in relation with the models of capitalist accumulation: private security companies, as a case of the privatization of coercion, and community policing, as the example of a neoliberal security practice that is directed to the legitimization of coercion as well as to the increase of localization in the field of security.It is argued that both instruments, namely private security companies and community policing, serve to expand the scope and capacity of coercion inasmuch as they represent efforts to increase the legitimization of coercion as well as the role of non-state actors in the field of security. The state?s abandonment of the notion of public services in the social and economic spheres, on the one hand, and the highlighting of its coercive and oppressive aspect, on the other hand, are simultaneous developments. This study shows that the notion of the ?night watchman state? is growing increasingly dominant and that the historical efforts to legitimize the hard core of the state -- namely its coercive nature, which has lost none of its compelling force and stands in even greater need of legitimization due to the emergence of the modern state ?- have been taken over in the recent period by private security companies as well as by neoliberal community policing applications.It is made clear in the disertation that the relationship between state and security has been shaped by capital accumulation and that the organizational structure that is conducive for such a relationship is built in the field of security on the model of ?governance.? In this respect the security governance serves to increase the power of the night watchman state as regards social surveillance and control insofar as it enables the hard core/coercive nature of the state to preserve its privileged position and even to grow in power, while it simultaneously brings about the result that private security companies as well as the civil society grow in importance in their role as security actors as a consequence, respectively, of privatization and neoliberal security practices such as community policing.
