Özet
Kayıtdışı ekonomi olgusu; tanımlanması, nedenleri, sonuçları ve ölçülmesi bakımından oldukça karmaşık bir yapıya sahiptir. Kısa vadede olumlu etkilere sahip olmasına karşın, uzun vadede çalışanların sosyal güvenlik haklarının tam olarak kullanılamamasına, devletin vergi gelirlerinin düşmesine ve dolayısıyla kamu açıklarının artmasına, haksız rekabete ve gelir dağılımın bozulmasına yol açmaktadır. Bu yapı içerisinde iyi bir analiz, kayıtdışı ekonominin kayıt altına alınması sürecinde uygulanacak politikaları doğrudan etkileyecektir. Türkiye örneğinde, kayıtlı ekonomi ile birbirlerini tamamlayıcı olarak beliren, alınacak her türlü tedbire karşın yok edilemeyecek ve her ekonomik yapıda var olacak kayıtdışı ekonomi ile mücadeledeki amaç, boyutlarının sorun olmayacak bir seviyeye çekilmesidir. Tez çalışmasında öncelikle, kayıtdışı ekonominin her yönüyle tanımlanması üzerine ulusal ve uluslararası düzlemde sorun irdelenmiş ve sonrasında mücadele için geliştirilen çözüm önerileri ele alınmıştır. Ayrıca kayıtdışı ekonomi ile bağlantılı konular, ayrı başlıklar halinde değerlendirilmiştir. Sorunun tanımı ve geliştirilen çözüm önerileri, kayıtdışı ekonominin kendi sistematiği içerisinde analiz edilmiş ve tespit-analiz, teşvik, önlem ve sürdürülebilirlik politika paketi önerileri şeklinde dört kategoride mücadele politikası açıklanmıştır. Çalışmanın bütününe bakıldığında kayıtdışı ekonomi ile mücadele stratejisinde en önemli faktörün, siyasi kararlılıkla desteklenen ve kurumsal bir yapı içerisinde üretilip yürütülebilecek bir devlet politikası olduğu söylenebilecektir.

Informal economy has a quite complex structure in terms of description, idendifiying the causes, consequences and measurement. Altough it has positive effects in the short term, It leads to full unusable social security rights of employees, falling the state tax revenues and therefore an increase in public deficits, unfair competition and deterioration of income distribution in the long term. In this structure, a good analysis will directly affect the policies to be implemented in process of registration of informal economy. In the case of Turkey, informal economy which is emerged as a complement to the registered economy could not be reset despite every measure and will last in every economic structure, should be kept to a size not be a problem. In the thesis study, primarily the matter was examined at the national and international level for the identification of informal economy with all aspects and then proposals developed to fight the matter were discussed. In addition, issues linked to the informal economy were discussed in separate sections. Description of the matter and developed solutions have been analyzed in the informal economy own systematics and strategy to combat the informal economy is described in four categories as a packages of the detection-analysis, promoting, prevention and sustainability of policy recommendations. Looking at the whole of the study, it can be said that the most important factor in the legal regulation policy in combating the informal economy is that a state policy supported by political determination and to be produced and carried out within the an institutional structure.
