ffl ABSTRACT Refahiye town, forming the area of our investigation is located within the Upper Tigris Area, it belongs to Erzincan, about 70 km. far from it. The town center is located within a valley lying from south to north on the east slope of Dumanlı mountain, it is on the way of E-80 motor way ant its altitude is about 1589 m. The Waters of our area which has the characteristics of a small source is carried away by Koroğlu stream and its branches. Refahiye town is surrounded by Şiran (Gümüşhane) and Alucra (Giresun) in the north, Suşehri (Sivas) in the northwest, imranlı (Sivas) in the west, Kemah end iliç in the south and Erzincan city center in the east. The area of investigation located in Upper Tigris Area has its own characteristics for climate, plant cover and economical activities, Average yearly temperature is 6,8 "C, giver by 13 years (1972- 1985) weather reports of Refahiye Meteorology Station, Average yearly measured rain is about 559,5 mm. As in the general outlook of Eastern Anatolia, our area of research lies in Irano-Turanian fitogeographical area. Step elements are common in the lower parts of the area, but Pinus Silvestris forests are common in the higher places. The population of Refahiye is 6996 in 1990. It makes 2,3 people for per/ha. Men make the majority (132 men for 100 women), and families are composed of average 4,5 members 70 % of the population is active people between 15-64 years old. 70,9 % of the population work in service sector. The second most important sector is agriculture. Bee keeping is especially important in recent years some important natural and human tourism beauties are also located in the area, E-80 motor way increased the economical level of the town. But the present economical potentialities not utilized properly yet. For that reason, immigration is an import vital problem.
