Özet
Tez kapsamında, Nabucco Doğal Gaz Enerji Boru Hattı Projesi'nin Türk-Rus ilişkilerine etkisi, ikili ilişkilerin siyasi, iktisadi ve hukuki boyutlarıyla olduğu kadar hem Türkiye'nin hem de Rusya'nın bölgedeki diğer ülkelerle olan ikili ve çok taraflı ilişkileri çerçevesinde açıklanmaya çalışılmıştır. Çalışmanın temel kavramsal çerçevesini oluşturan güç kavramının uluslararası ilişkiler alanında ne şekilde yer ettiği, ana unsurları ve Soğuk Savaş sonrası dönemde geçirdiği değişim üzerinde durulmuş; kavramın Türkiye ve Rusya'nın enerji stratejileri bakımından yeniden tanımına gidilmiştir. Bu doğrultuda, çalışma sırasında incelenen Türkiye ve Rusya'nın enerji stratejilerinin, yeniden yapılan tanımla ne şekilde örtüştüğü de sınanmıştır. Türkiye ve Rusya'nın enerji stratejilerinin detaylı tespiti, birincil kaynak olarak nitelendirilebilecek resmi enerji stratejileriyle birlikte, hükümetler ve kamu iktisadi teşebbüsü enerji şirketleri arasında imzalanan ikili ve çok taraflı anlaşmaların incelenmesiyle ortaya konulmuştur. Çalışmanın sonunda Nabucco'nun Türk-Rus ilişkilerini etkileyen faktörlerden biri olduğu tespiti yapılmış; bu tespit çerçevesinde Nabucco'nun önümüzdeki dönemde Türk-Rus ilişkileri üzerindeki etki düzeylerinin ne olabileceği tez kapsamında değerlendirilmiştir.

Within the framework of this thesis, the effects of Nabucco Natural Gas Pipeline Project on Turkish-Russian relations have been elaborately elucidated in terms of bilateral political, economic and legal aspects, as well as the multilateral relations of both Turkey and Russia with the third party countries of the region. The concept of `power? mainly constitutes the core theoretical framework of the study. In this respect, how the power concept has been ingrained in the field of international relations, its core components and its formation in post cold war era have been deliberated and redefinition of the power concept was put forth in terms of energy strategies of Turkey and Russia. The issue of how and in what manner the energy strategies of both Turkey and Russia, which are scrutinized throughout the study, coincide with the definitions made so far were also examined. The determination of the energy strategies of Turkey and Russia have been propounded through the analysis of various documents which can be qualified as primary sources regarding the each country?s official energy strategy, as well as the bilateral and multilateral agreements between the governments and state-owned energy companies of the region. In this manner, Nabucco has been determined as one of the main factors which have effects on the Turkish-Russian Relations and in accordance with this determination, the probable changes in the level of Nabucco?s effects on the Turkish-Russian relations in the coming period were also assessed within the framework of the thesis.
