Özet

İşsizlik, dünyada yaşanan en önemli sosyo-ekonomik sorunların başında gelmektedir. İşsizlikle mücadele eden ülkeler farklı istihdam politikaları üretmek zorunda kalmışlardır. Bu politikalardan biri de işsizlik sigortası uygulamasıdır. İşsizlik riskiyle karşı karşıya bulanan çalışanların, yaşayabilecekleri olumsuzlukları tazmin edici, maruz kalacakları psikolojik sorunları hafifletici ve kişileri yeniden istihdama katılım sürecini kolaylaştırma amacı güden işsizlik sigortası, oldukça etkin bir pasif istihdam politikasıdır.Bu çalışma; ?İşsizlik?, ?İşsizlik Sigortası? ve ?Türkiye'de İşsizlik Sigortası Uygulamasını? inceleyerek, uygulamanın istihdama etkisinin önemini vurgulamaktadır. Ülkemizde geç hayata geçirilen işsizlik sigortasının, Yalova ili özelinde incelenmesiyle birlikte ortaya çıkan aksaklıklar ve çözüm önerileri çalışmada ifade edilmeye çalışılmıştır. Bununla beraber işsizlik sigortası fonunun istihdamın arttırılması ve geliştirilmesi ile ilgili olmak üzere fonun kullanımı ile ilgili görüş ve öneriler çalışmada yer almıştır.Bu çalışmada, önce işsizlik ve işsizlik sigortası uygulaması kavramsal çerçevesi ele alınmakta, daha sonra işsizlik sigortasından faydalananlara yönelik yapılan anket çalışmasından elde edilen veriler ile bu kavramlar arasındaki ilişki değerlendirilmektedir

Unemployment is one of the primary socio-economic problems all over the world. Countries that struggle with unemployment had to create different employment policies which one of them is the implementation of unemployment insurance. The unemployment insurance, which is an extremely effective passive employment policy, pursue the goal of compensating possible problems and alleviating psychological problems for employees who encounter the risk of unemployment and facilitating the process of participation for employment.In this study; the effect of implementation to employment has been emphasized by investigating ?Unemployment?, ?Unemployment Insurance? and ?Implementation of Unemployment Insurance in Turkey?. Examine by the basis of the city of Yalova, the problems and the suggestions of solution concerning the unemployment insurance, which put into practice in our country, has been expressed. Moreover, concerning the use of unemployment insurance on the field of development and increase of employment funds, personal opinions and suggestions appeared in this study.In this study, the conceptual framework of unemployment and implementation of unemployment insurance has been addressed and subsequently, the relationship between these concepts and the datum which were obtained from public survey intented for the ones who utilized by unemployment insurance has been evaluated.
