Özet
Yerel siyasette temsil kavramı halk gibi düşünen ve halkın içinden olan küçük bir kesimin halk adına karar alabilmesidir. Yerel siyasette katılım, yerel yönetimlerde herkesin etkin katılımı sayesinde hem çalışanların hem de yerel halkın motivasyonu sağlanmaktadır. Kadın aktörlerin yerel yönetimlere katılımı ve temsili, kadınların siyasal sistemle yeterince bağ kuramadığını göstermektedir. Erkek egemen bir topluma sahip olmamız, siyaset erkek işidir gibi kalıp düşünceler içerisinde kadınların siyasete katılımının dünden bugüne yeterince temsil edilemediğini ve katılımında dünya ortalamalarının oldukça altında olduğunu görmekteyiz. Kadınlar siyasal anlamda yeterince temsil edilmemektedir. Sadece seçim zamanı sandık başında kullanılan oy'un katılım olarak görülmesi yeterli değildir. Kadınlar siyasetten dışlanmamalı hatta teşvik edilmelidir. Siyasette kadın katılımı, kadın sorunlarının çözümü için gereklidir. Yerel yönetimler halkın yönetime katılma noktasında önemli bir role sahiptir. Çünkü vatandaşlar için daha kolay erişilebilir olduğundan öncelikle yerel düzeyde kadınların yeterince temsil edilmesi gerekmektedir.Kadınların siyasette eksik temsili önemli bir sorundur ve giderilmelidir. Yerel yönetimlerde kadın temsilinin yetersizliği, kadın ve erkek eşitliğini sağlayacak siyasal katılım süreçlerinin desteklenmesiyle giderilebilir.Bu çalışmada, Yerel Siyasette Temsil ve Katılım: Kadın Aktörler başlığı altındaki kavramları incelenmiştir. Bu konu ile ilgili geçmişten günümüze gelen süreç ve bu süreçte yaşanan gelişmeler ele alınmıştır. Konuyla ilgili birçok farklı kaynağa yer verilmiştir. Veriler bu konu ile ilgili yazılmış çeşitli makaleler, tezler ve kitaplardan oluşmaktadır.

In local politics; representation describes how some individuals stand in for others or a group of others, for a certain time period. The political idea of representation is based on the idea that some person or institution acts on behalf of the people, by re-presenting their beliefs, attitudes and perspectives. The motivation of employees and local people is provided with everyone's active participation in local politics. Participation and representation of women in local governments, in the modern era are under-represented in contrast to men. The existence of that male-dominated society cause to be under-representation of women in local government in most countries, worldwide. In theory, the right to stand for elections, to become a candidate and to get elected, is based on the right to vote. The reality is, however, that women's right to vote remains restricted: principally because the only candidates to vote for are mostly male. Women?s representation in government is necessary to solve the social problems because they are tending to advance it. Women?s role in local government is also very important because they play important roles in campaigning and mobilizing support for their parties. Without the active participation of women and the incorporation of women?s perspective at all levels of decision-making, the goals of equality, development and peace cannot be achieved.The aim of this master thesis is to explain and analyse the importance of representation and participation of women in local politics, and it present the process and the developments from past to present. The material/sources I have chosen derived from various literatures and websites, with some of which can be considered as first-hand information or primary data.
