Özet
Dünya üzerinde çoğu ülkede olduğu gibi ülkemizde de ekonominin yapı taşını KOBİ'ler oluşturmaktadır. Ülkemizde toplam işletmelerin %99'dan, istihdamın %76'dan fazlasını oluşturan KOBİ'ler ekonomik ve sosyal kalkınmada çok önemli roller üstlenmektedirler. Mayıs 2009'da yenilenen KOSGEB Kuruluş Kanunu ile beraber imalat sektörü dışında hizmet ve ticaret sektörlerinde faaliyet gösteren KOBİ'lere de destek vermeye başlayan KOSGEB, ülkemizde KOBİ'lerden sorumlu ulusal bir kuruluş özelliğine kavuşmuştur. Genişleyen hedef kitle ve yeni destek programları ile beraber 2010 yılından itibaren KOSGEB'den destek alan işletme sayısında ve KOBİ'lere dağıtılan destek miktarlarında çok önemli artışlar meydana gelmiştir. Bu tez çalışmasının amacı; KOSGEB'in yeni destek programlarından yararlanan işletmeler üzerinde desteklerin etkisinin değerlendirilmesidir. Değerlendirme, KOSGEB Veri Tabanı'ndan alınan Türkiye genelindeki 8360 işletmenin 2009-2012 yıllarına ait verileri ile eğilim skor eşleştirmesi ve farkın-farkı yöntemlerinin bir arada kullanılmasıyla yapılmıştır. İşletmelerin istihdam, net satışlar ve mali bilanço büyüklüğü verileri, işletmelerin yararlandığı dört değişik destek miktarı için değerlendirilmiştir. Değerlendirme sonucunda analizi yapılan dört destek miktarı için istihdamın, net satışların ve mali bilanço büyüklüğünün pozitif yönde etkilendiği ve destek miktarı arttıkça etkinin arttığı ve istatistiki olarak anlamlı hale geldiği tespit edilmiştir. Destek miktarının 50.000 TL'nin üzerinde olduğu durumlarda, KOBİ'lerin net satışları ve mali bilanço büyüklüklerinde; destek miktarının 10.000 TL'nin üzerinde olduğu durumda ise KOBİ'lerin istihdamı üzerinde desteklerin pozitif yönde istatistiksel olarak anlamlı bir etkiye sahip oldukları görülmüştür.

The building blocks of the economy in Turkey are SMEs, as in most of the countries. SMEs, which construct more than 99% of all enterprises and more than 76% of employment in our country, undertake very significant roles in economical and social development. The Law of KOSGEB Foundation was renovated in May 2009 to start supporting SMEs that operate in service and trade sectors, in addition to manufacturing sector. Thus, KOSGEB has become a national foundation who is in charge of SMEs, in Turkey. In conjunction with the expanded target audience and new support programs, there is an important rise both in the number of enterprises that are supported by KOSGEB and the amount of money that is distributed as financial support. The goal of this study is to assess the impact of the financial supports on the enterprises that benefit from the new support programs of KOSGEB. In this context, the data which includes information about 8360 enterprises for the years 2009-2012 was gathered from the KOSGEB database and analyzed by the statistical methods propensity score matching and difference-in-difference. Data about the employment, net sales, and financial balance sheet of the enterprises was evaluated with respect to four different amounts of support. The results of the analysis demonstrate the positive effect of the financial supports on the employment, net sales, and financial balance sheet. Furthermore, the impact grows and becomes statistically significant with the increasing amount of support. When the amount of support is greater than 50.000 TL, there is statistically significant effect of support on the increase in the net sales and financial balance sheet of the SMEs. Similarly, the effect of support on the increase in employement is statistically significant when the amount of support is greater than 10.000 TL.
