Özet
ÖZET ASAÇ İŞLERİ ENDÜSTRİSİNDE TEKNOLOJİ TRANSFERİ ÜZERİNE İNCELEMELER Teknoloji Transferi, İ9Ö0'li yıllarda gelişmekte olan ülkeler üzerinde maliyet ve istihdam sorunları yaratmaktaydı. Ancak 19û0'lerden sonra, teknolojinin transfer edilen herhangi bir mal olmadığı ve gelişmekte olan ülkelerin teknoloji üretme potansiyelini nasıl etkilediği tartışmaları daha önem kazanmış tır, özellikle bası gelişmekte olan ülkelerin teknoloj ilerini üretip ihraç etmeye başlamaları bazılarında ise bu tür bir gelişme olmaması teknoloji transferinin teknoloji üretme potansiyelini nasıl etkilediği tartışmanın ana konusu halini almıştır. Bu tezde, teknoloji transferinin gelişmekte olan ülkelerden birisi olan ülkemizde teknoloji üretme potansiyelini olumlu yön de etkileyebilmesi için ağaç işleri endüstrisinde uygulanan dış ticaret ve üretim politikaları, uygulanması gereken politikalar üzerindeki öneriler değerlendirilmiştir. Türkiye'deki ağaç işleri endüstrisinin teknoloji transferi açısından sektörel olarak incelenmesi amaçlanan bu araştırmada anket yöntemi uygulanmıştır. Anket çalışmaları sonucu makina üreticileri, makina ithalatçıları ve orman ürünleri Üretici firmalardan alınan cevaplar değerlendirilerek teknoloji transferinin bugünü ve gelecekte ağaç işleri endüstrisine neler kazandırıp neler kaybettirebileceğini gözler önüne sermeye çalışılmıştır. Anket çalışmalarında elde edilen sonuçların pekiştirilmesi amacıyla gerek Makina üreticileri ile yapılan görüşmeler gerekse Orman ürünleri üreticisi Firmalarda yapılan gözlemler ile Teknoloji Transferinin üretime neler verip sektöre neler kazandırabileceği gerçeği ortaya koymuştur.

SUMMARY RESEARCH ON TECNHOLOGICAL TRANSFER IN FORESTIER INDUSTRY For undeveloped Countries at the 80' years Technological Transfers was bringing financial and employment problems. After the 80' years people are thinking more about the effects of the Technol ıgıcal Transfers on the own technological development potansıyal ıty in the undeveloped countries, as about the Technological Transfers as a sell-buy good. It was seen that some undeveloped countries have developed their own technoloji and sell it to other countries, but it was also seen that some undeveloped countries could' nt do the same, and that they transfers it from other countries. And so, we must examine the effects of the Technological Transfers on the technologic development potansıyalıty in undeveloped countries. In this thesis for Turkey as a undeveloped country we will examine the effects of the Technological Transfers in the Forestier Industry and how to direct this effects posıtıfly to develop own technologi under remarking of the political conditions for exportation and production in the Forestier Industry. I aplicated case methods for sektorial Forestier Industry based on the Technological Transfers in this industry. My target was, after the study of the case methods, to find out what the machine producturs, machine importers and productors of industrial forestier companies in the Forestier Industry can earn or lose with using Technological Transfers. In order to reinforce the results obtained from the quest ionares, by the discussions with the Machine Producers as well as the observation with producer firms of Forest Products, the truth what technology transfer can provide to prodiction and can bring in the sector, has been put forward. - 83
