Özet
Doğrudan demokrasi anlayışı, nüfus yoğunluğu ve coğrafi şartlar gibi pek çok nedenle pratik olarak uygulanamamaktadır. Bu nedenle modern devlet sistemlerinin pek çoğunda temsili demokrasi benimsenmiştir. Temsili demokrasinin pek çok ilke ve kuralları vardır. Ancak bunlardan en önemlisi ?özgür ve adil seçimler? ilkesidir. Bu ilkelerin önemi ise, toplumların demokrasi kültür dereceleri hakkında birer parametre olarak kullanılabilmelerinde yatmaktadır.Temsili demokrasi beraberinde temsili demokrasi fikrine uygun seçim sistemlerini zorunlu kılmaktadır. Bu anlamda seçmenin iradesini temsilcilerin sandalyelerine dönüştürme mekanizması olarak tanımlanan seçim sistemleri de belli başlı ilke, kural ve amaçlara sahiptir. Seçim sistemlerinin temel amacı ise, ?temsilde adalet? ve ?yönetimde istikrar? ilkelerini içinde barındıracak bir parlamentonun oluşmasını sağlamaktır. Bu doğrultuda seçim sistemleri, heterojen veya homojen bir parlamentonun oluşmasını sağlamak için; adalet ilkesini öne çıkaran ?Nispi Temsil Sistemi? ile istikrar ilkesini öne çıkaran ?Çoğunluk Seçim Sistemleri? olarak iki başlık altında değerlendirilebilir. Ancak hem ?Nispi Temsil Sistemi? hem de ?Çoğunluk Seçim Sistemi? bileşiminden oluşturulmuş ?Karma Seçim Sistemleri?nin de mevcut olduğu bilinmelidir.Temsili demokrasi ve seçim sistemleri merkezinde Türkiye'ye bakıldığında 1960 sonrasında yapılan bütün seçimlerde ?Nispi? temsil sisteminin değişik formatlar halinde uygulandığı görülmektedir. Bu minvalde seçimden seçime değişen seçim sistemleri ve uygulama biçimlerinin Türkiye'de pek çok tartışmalara neden olmuştur. Ancak 1995 genel seçimleriyle birlikte uygulanmaya başlayan ?%10 Barajlı d'Hondt? seçim sistemi ile tartışmalar daha da yoğunlaşmıştır.Siyasal partiler arasındaki bu tartışmalar eşliğinde, çalışmada 2002, 2007 ve 2011 yıllarında Türkiye'de yapılan genel seçimler ?temsilde adalet ve yönetimde istikrar? bağlamında değerlendirilerek temsilde adalet kavramının kilit rolü vurgulanmıştır.

Pratically, the understanding of Direct Democracy, is not able to implemented because of a great deal of reasons such as overpopülation and geographic conditions. That?s why, Representative Democracy was adopted by the best part of the modern states. Representative Democracy has lots of principle and norms. But the most important one of these principles is the principle called ?free and fair elections?. The underlying reason of the significance of the principles is ?These principles can be used as a parameter to analyse the democracy degree of the societies.The Representative Democracy concomitantly requires electoral systems in accordance with the position of representative democracy. In this sense, the electoral systems defined as the converting mechanism that converts the will of voters to the delegete chairs, have main principles, norms and ideals. The main goal of the electoral systems is to make a parliament which contains ?fair representations and governmental stability? in itself. Accordingly, electoral systems can be classified as two different titles; the proportional representation system that puts forward the principle of justice to make a heterogeneus or a homogeneous parliament, and the majority electoral systems which put forward the principle of stability. But It shoud be known that ?There are mixed electoral systems which are made up from combination of both the proportional representation system and the majority electoral systems.?After 1960?s, It is observed that The proportional electoral systems have been applied in different formats in all elections. In this regard, The electoral systems amended from the election to the election and the forms of practice, make for too much debates. On the other hand, the debates increased with dams % 10 of d?Hond electoral system which was started to be implemented with 1995 general elections.In the study, in company with the debates between the political parties thereby analysing the general elections in 2002, in 2007 and in 2011 in Turkey, .with the context of ?fair represantation? and ?governmental stability? and The key role of fair representation is underlined.
