Özet
1980'li yıllarda yaşanmaya başlanan ekonomik, sosyal ve siyasal dönüşüm eğitim alanında da etkilerini göstermiştir. Bilgi toplumu, küreselleşme, yaşam boyu öğrenme gibi küresel söylemler aracılığıyla eğitim alanı karlı bir alan olarak görülmeye başlanmış ve ciddi bir rekabet alanı haline getirilmiştir. Günümüzde bilgi ve iletişim teknolojilerinin (BİT) okullarda yaygınlaşması, BİT hizmetlerinin ve endüstrilerinin teşvik edilmesinin bir yolu olarak değerlendirilmektedir. Bu çalışmanın amacı, eğitim alanında yoğun olarak kullanılmaya başlanan bilgi ve iletişim teknolojilerinin eğitim üzerindeki pedagojik ve iktisadi etkilerini incelemektir. Çalışmada ülkemizde uygulanmakta olan eğitimde 'FATİH (Fırsatları Artırma ve Teknolojiyi İyileştirme) Projesi'nin eğitsel amaçlarla uyumluluğu ve ülke ekonomisi üzerinde oluşturduğu mali yükün analizinin yapılması amaçlanmıştır. Bu amaçla tezin ilk bölümünde neoliberal dönüşüme ilişkin küresel söylemlerden 'bilgi toplumu' kavramı ve kavramın eğitime etkileri incelenmiştir. İkinci bölümde eğitim-teknoloji ilişkisi ekonomik ve eğitimsel etkiler ışığında ele alınmıştır. Çalışmanın üçüncü bölümünde ise 'FATİH Projesi'nin amaç ve kapsamı ortaya konduktan sonra, proje döneminde gerçekleştirilen ihale süreçleri, projenin ekonomik büyüklüğü ve pilot uygulama kapsamındaki okullarda Milli Eğitim Bakanlığı tarafından gerçekleştirilen analiz sonuçlarına yer verilmiştir.

The economic, social and political transformation in the 1980's, has had its effects also in education. Through such global discourses as information society, globalization and lifelong learning, the field of education has come to be seen as one of profitability and opened to rigorous competition. In our era, the proliferation of information and communication technologies (ICT) in schools is considered a way of stimulating ICT services and industries. The goal of this study is to investigate the pedagogical and economic effects of the ICT which has come to be applied intensively in the area has on education. More specifically, the study has the aim of analyzing the FATİH (Fırsatları Artırma ve Teknolojiyi İyileştirme ? Enhancing Opportunities and Improving Technology) Project, which has been carried out in the field of education in Turkey, in terms of its compatibility with educational goals and the financial burden it has put on the economy. For this purpose, the first chapter of the thesis examines the 'information society' concept, which is among the discourses associated with neoliberal transformation, and the effects of this concept has on education. The second chapter addresses the relationship between education and technology in the light of economic and educational outcomes. The third chapter of the study exposes FATİH Project's goals and scope by looking at processes of procurement contracts, the fiscal extent of the project and the results of the analyses conducted by the Ministry of National Education, of the pilot practices in schools.
