Özet
Ülkemizde sosyal devlet anlayışını sağlamanın bir gereği olarak eğitimi tüm vatandaşlara ulaştırmak ve ülke genelinde eğitimde fırsat eşitliğini sağlamak için hem Anayasa'da hem de Milli Eğitim Temel Kanun'unda eğitimde fırsat eşitliğine dair maddelere yer verilmiştir. Böylece eğitimde imkân ve fırsat eşitliğinin sağlanması için yasal bir zemin oluşturulmuştur. Bu yasal zeminin yanında geçmişte olduğu gibi günümüzde de sürekli gelişen teknolojik gelişmeler eğitimde fırsat eşitliği anlayışını etkilemiştir. Bu nedenle teknoloji ve dijitalleşmedeki gelişmeler doğrultusunda 2010 yılı itibariyle MEB tarafından belirlenen pilot okullarda FATİH (Fırsatları Artırma ve Teknolojiyi İyileştirme Hareketi) projesi uygulanmaya konulmuştur. Bu projeyle bir yandan eğitimde teknolojik araçların eğitim sisteminde yaygınlaşması ve etkin kullanılması amaçlanırken bir yandan da eğitimde fırsat eşitliğinin ve kalitenin artırılması amaçlanmıştır. Bu amaç doğrultusunda FATİH projesinin bir alt bileşeni olarak 2012 yılından beri kullanıma sunulan EBA, eğitim sisteminde yer almıştır. EBA'nın fırsat eşitliğine katkı sağlamada nasıl bir işleve sahip olduğunu ortaya koymak bu çalışmanın amacını oluşturmaktadır. Özellikle sosyal bilgiler öğretimi kapsamında verilen müktesebatın öğrenciler tarafından edinilmesinde EBA'nın fırsat eşitliğine nasıl bir katkısı olduğunun ve EBA'nın fırsat eşitliği bağlamında öğrenci, öğretmen, veli ve yönetici görüşlerinin neler olduğunun ortaya çıkarılması bu çalışmada amaçlanmıştır. Bu amaca ulaşmak için çalışmada durum çalışması deseni kullanılmıştır. Veriler elde etmek için de İzmir ili Menemen ilçesinde bulunan on (10) devlet okulunda öğretmen, öğrenci, yönetici ve velilerle görüşülmüştür. Ayrıca ilgili dokümanlar incelenmiş ve sosyal bilgiler dersinde 17 (on yedi) saatlik gözlemler gerçekleştirilmiştir. Elde edilen veriler içerik analizi tekniğiyle çözümlenmiştir. Elde edilen analizler sonucunda EBA'nın öğrenci, öğretmen, yönetici ve velinin kullanım amacına göre işlevsel bir şekilde tasarlandığı; katılımcıların EBA'nın eğitimde fırsat eşitliği ve sosyal bilgiler dersine katkısı konusunda farklı görüşler belirttiği ve EBA'nın sosyal bilgiler dersinde aktif bir şekilde kullanıldığı saptanmıştır. Ayrıca EBA'nın eğitimde fırsat eşitliğine, öğrencinin akademik başarısına ve öğrencinin derse katılmasına katkı sağladığı tespit edilmiştir. Çalışmanın sonuçları ve bulguları doğrultusunda EBA'nın eğitimde fırsat eşitliğine daha fazla katkı yapması için yapılması gerekenlere; EBA içerik üreticilerine; konu ile ilgili araştırma yapmak isteyen araştırmacılara; EBA'nın daha çok kullanılması ve yaygınlaşması için MEB'e yönelik olarak belirtilen önerilerin faydalı olması amaçlanmıştır.

As a requirement to ensure a social state in our country, both the Constitution and the Basic Law of National Education include articles on equal opportunities in education to provide education to all citizens and ensure equal opportunities nationwide. Thus, a legal framework has been established in order to provide equal educational opportunities and facilities. In addition to this legal framework, as in the past, the constantly evolving technological developments have affected the understanding of equal opportunities in education. Therefore, in line with the developments in technology and digitalization, the FATİH (Movement to Increase Opportunities and Technology) project has been implemented in pilot schools determined by the Ministry of National Education since 2010. With this project, while aiming to spread the use of technological tools in education and to use them effectively, it was also aimed to increase equality of opportunity and quality in education. In line with this goal, EBA (Education Information Network), made available in 2012 as a sub-component of the FATİH project, has taken its place in the education system. The purpose of this study is to reveal how the EBA functions in contributing to equal opportunities. In particular, this study aims to demonstrate how the EBA contributes to equal opportunities in students' acquisition of the knowledge given within the scope of social studies teaching and to determine the views of students, teachers, parents, and administrators regarding the EBA in the context of equal opportunities. A case study design was used to achieve this goal. Teachers, students, administrators, and parents in ten (10) state schools in the Menemen district of İzmir province were interviewed to obtain data. In addition, relevant documents were examined, and 17 (seventeen) hours of observations were conducted in social studies classes. The data obtained were analyzed using the content analysis technique. As a result of the analyses, it was determined that the EBA was designed functionally according to the usage purpose of students, teachers, administrators, and parents; participants expressed different views on the contribution of the EBA to equal opportunities and social studies teaching; and the EBA was actively used in social studies classes. In addition, it was determined that the EBA contributed to equal opportunities in education, students' academic achievement, and students' participation in the course. In line with the results and findings of the study, it is aimed to be helpful for the recommendations made to those who want to research the subject, the EBA content producers, and the Ministry of National Education for the wider use and dissemination of the EBA.
