Özet

Bu çalışmada, inşaat sektöründe e-ihale sistemlerinin etkin kullanılamaması ve Yapı Enformasyonu Modellemesi (BIM) kavramıyla bütünleştirilerek etkinleştirilebilme olanaklarının araştırılması ele alınmıştır. Bu amaçla E-ihale sistemleri ve Yapı Enformasyonu Modellemesi kavramı inşaat sektöründeki önemleri ve potansiyelleriyle anlatılmıştır. E-ihale sistemlerinin inşaat sektöründe etkin kullanımını sağlayacak e-ihale sistemleri ve BIM bütünleştirilmesi örnek modeli SOA4BIM ve entegrasyon içim gerekli teknolojik altyapılar anlatılmıştır. Ayrıca, Türkiye Elektronik Kamu Alımları Platformu (EKAP)?nun inşaat sektöründeki kullanımı incelenmiş Dünya?da önemli bir E-ihale uygulaması olan KONEPS ile karşılaştırması yapılmıştır. İnşaat sektöründe KONEPS? in BIM adaptasyon çalışmaları ve stratejileri incelenmiş, pilot projeler tanıtılmıştır. Tez çalışması kapsamında EKAP-BIM entegrasyonu önerilmiş, EKAP? ta BIM adaptasyonunun gerçekleştirilmesi için kullanılabilecek klavuzlar tanıtılmıştır, örnek bir model işleyiş çalışması yapılmıştır. BIM?in EKAP?ta kullanılmasının Türk inşaat sektörüne getireceği faydalar ve potansiyeller anlatılmıştır.

In this thesis, inefficient usage of e-procurement systems in construction sector and its integration with Building Information Modeling considering the activation possibilities is dealed. Regarding this aim, the importance and the possible potential of E-Procurement and Building Information Modeling (BIM) notion is mentioned. E-procurement systems and its integration with BIM which will contribute the usage of E-Procurement systems efficiently, as an illustration SOA4BIM, one of the integration modeling and its technological requirements is explained. Furthermore, Turkey Public E-Procurement application (EKAP) access is examined in the field of construction and it is compared with South Korea Government e-Procurement application KONEPS, which is one of the most important e-procurement application throughout the world. The adaptation strategies for BIM with KONEPS are analyzed, and some of pilot project is presented. In the extent of this thesis work, EKAP-BIM integration is suggested and some of the possible guide strategies for this adaptation is mentioned. Besides, an illustration model is given as a scheme. The advantages and possible grand potential of integration of BIM with EKAP to the Turkis construction business is explained with all details.
