Özet

Proje maliyet yönetimi, projenin başlangıcından sonuna kadar müşterilerin istediği özellik ve kaliteye sahip mamullerin, tanımlanmış bütçe ve süre kapsamında teslim edilmesine, daha doğru maliyet hesapları yaparak daha etkili kararlar alınmasına ve maliyet öğelerindeki değişimlerin sürekli izlenmesine imkan tanıyan proje yönetimi bilgi alanının bir alt dalıdır. İşletmeler etkin proje maliyet yönetimi ile maliyet, kalite, zaman ve kapsam hedeflerine ulaşmaya çalışırlar. Bu çalışmada Faaliyet Tabanlı Maliyetleme ve Hedef Maliyetleme yöntemlerini entegre ederek proje maliyetlerinin daha etkin yönetilmesi hedeflenmiştir. Çalışmada, proje maliyet yönetimi uygulama alanı olarak genel üretim giderlerinin yüksek olduğu ve bu giderlerin dağıtımında sorun yaşanan, yapısı itibariyle temelde bir montaj endüstrisi olan, maliyetlerin büyük bir kısmının erken tasarım evresinde belirlendiği ve maliyet kontrolünde zorlukların yaşandığı gemi inşa sektörü tercih edilmiştir. Önerilen proje maliyet yönetimi modeli ile gemi inşa sürecindeki maliyetler Faaliyet Tabanlı Maliyetleme ile belirlenmiş ve genel üretim giderleri faaliyetler aracılığıyla izlenmiştir. Hedef maliyetleme sürecinde ise müşteri tercihleri ve piyasa analizlerini baz alan bütünsel bir bakış açısıyla tersanenin gelecekteki gemi inşa projesinin tasarım aşamasında maliyet yönetimine rehberlik edecek hangi bileşenlerin tahmini maliyetlerinde azaltıma gidilebileceği belirlenmiştir.

Project cost management is a subbranch of project management information realm which provides the delivery of the goods whose quality and qualifications are appropriate for the customers'demands, within the defined budget and period; more effective decision making by straightly doing cost accounts; and continously monitoring of the switches on the cost factors. Enterprises attempt to achieve their objectives of cost, quality, time and scope through effective project cost management. In this study, it is intended to achieve more effective management of project costs by integrating the methods of Activity Based Costing and Target Costing. Ship construction sector was preferred as a project cost management application realm. Ship construction sector is a sector where the manufacturing overheads are relatively higher. Difficulties in the distribution of those costs are a major problem area in ship construction industry. Another characteristic of this sector is that it is an assembly sector in principle. Most of its costs which means that are determined in preliminary design phase and it is met with difficulties in cost control as well. With the proposed project cost management model, the costs in the ship construction process were determined by ABC method and the manufacturing overheads were tracked via activities. At the design phase, in the target costing process, a presentation of cost components that can be reduced was provided that will lead to the cost management of the future ship construction project of the shipyard, with the holistic perspective that bases on customer preferences and the market analysis.
