SUMMARY The subject of research is free enterprise, as a part of democracy, and combined with this subject, occured organizations that are employers' organizations and its situation in Turkey. Study started with general theoric explanations of the subject. In introduction, after detennined the contain and importance, dwelled on the meaning of employer. Definition was given by the help of various laws which related with work life and finally was reached the synthesis of definations. According to this definition, real and juristic persons which are worked emplyees in their order are employers. Afterwards, industrialization and effects on social structure was indicated. Especially after industry revolution, a new social structure called as industrial society was appeared. And also the work life was divided into two parts as labour and capital and these two economic power has affected on economic, social, politicial and cultural structure of society by organizing. Employers' organizations, as a part of this division, also achieved different structures in developed, collectivist and developing countries. Especially in developed economies, this organizations were studied on details of relations with government and its institutions, labour unions and society. Besides, subdivision of industry and regional, national and international shapes of organizations are important to show the power of organizations. The development of employer-entrepreneur group in Turkey was discussed with respect to years after Republic. Especially, liberal economic term starts with multiple politicial life is an important stage for development of entrepreneurship. Meanwhile, this development is adcajent to the way of being modern industrial society of Turkey. In this stage, Turkish greatest top associations of employers' organizations which are TESK, TİSK, TOBB and TÜSİAD and their structures, activities, national and international relations etc. were defined. 121Finally, this organizations as an economic political unit, were discussed with the role of Turkish economic policy's determination and concluded generally in this structure. According to work life practice, organizations which are limited by various factors, were determined their goals and critics and suggestions about what they have to do their own and what government has to do, were brought to reach their aims. The way of solutions for the problems due to Constitution and laws and unsettled of liberal economic system were tried to show. 122
