SUMMARY Since activities of banks are getting improved and have international dimensions, banking transactions are complicated and as a result of this, risks undertaking by banks incrased For this reason, equity capital of a bank which is essential guarantee against the risks occur ed from uncertainty and negative circumstances faced by banks, has become important. The capital of a bank should be sufficient because it is a main resource in order to initiate its activities and to maintenance them, and it is a quaranteefor depositors and the institutions which grant credit to the bank and the compansation of contingent loses. The amount of capital which is considered as sufficient by banks, has become an argument subject for years. The arguments going on for a long time are resulted from the difficulty in determining the amount to be sufficient for capital. Today, the scales of capital adequacy depends on on two main ratios; the first is classical ratios for capital adequacy based on proportion of bank bank capital to the balance-sheet items, and the second is capital adequacy ratio which is generally accepted recently. Since classical ratios determining the capital adequacy are insufficient, bank activities are complicated and it is necessary in the process of globalisation to compare the bank with others in international basis, capital ratio has become necessary. The first arrangement relating to this subject is in“Cooke Report”issued by OECD in July 1988. Fallowing this, Solvency Ratio regulations was issued in 1989 by EC. In both arrangements, balance-sheet and off-balance-sheet risk components were taken into consideration in determining the minimum capital amount required to be owned by banks. The capital in the numerator, and the risk weighted total of asset accounts and contingent asset accounts in denominator of the Capital Adecuacy Ratio, are stated. Capital Adecuacy Ratio which has been implemented also in Turkey since 1989, is the most developed point reached in the studies made so far in order to determine the banks' capital sufficiency. However, the argumant about the subject whether the ratio is adequate in determining the capital required to be owned by banks or not, is still going on. 90
