The occupation of Sarra[s stood out to be indispensable for the evolution of the Ottoman Fiscal System and under the league of specific factors it reinforced an accelerated progression, towards the end of the eighteenth century. The actual quantity and variety of coins circulating in the Ottoman market increased synchronically both with the expansion of monetary relationships and growth in the internal § external volume of trade in the eighteenth century, and the adoption of a new metallic system. Since this activity necessitated a certain amount of capital accu m ulation , the sarrafs were also seen as a potential source of credit. Yet, the overall capital surmounted the limits of money in their hands , they were in a constant search of additional capital which they provided in form of interest bearing loans, from various sectors. Therefore the ' sarrafs evolved to a symbotic relation with the Ottoman Government whose Treasury was centered in Istanbul. Consequently Ottoman Government promoted their organization as a particular guild in the capital city and conferred some privileges.
