This study is a comparative analysis of the similarities and explicit differences in the way, in which the military can be a part of the political decision making process, when there is technically a civilian political system in both Egypt and Turkey. The question that this study is based on is“How are the vehicles that the military use, to be a part of the decision making process, institutionalised or made formal7”The theoretical structures that have been used are civil-military relation's theory, how, when and who by, praetorianism works and the understanding of different military regimes as described by academics in this field. Close attention has been given to the National Security Council and how it historically developed in each country and how it works within the political decision making process. This study has shown that to a viable degree the military has been successful III achieving the features of a formal institution that can intervene III political decision making.
