128 SUMMARY Banks were meant to assist in economic recovery of our country untill the 80's. Since private capital accumulation was totally inadequate at that time, major state banks' contribution in financing several sectors especially in the industrial sector was regarded as necessary. Capital market was also limited in Turkey untill the 80's and the banking system existed in a state of isolation from the rest of the world. It was with the implementation of liberal economic policies in early 80's, the banks began their own transformation towards liberalisation. The most pronounced aspect of this transformation process was in the domain of organisational structures. Turkish banks decided that it was their duty to assume many of non-banking functions of the financial system. Banks have supported the companies greatly by becoming equity partners as they have financed several sectors by giving loan. Thus, providing operational as well as financial support, both public and private merchant banks have contributed 90% of the equity participations of the total banking system especially in the period between 1980 - 1990. The equity participations as a portion of total assets of the banking system has increased by 172% from 1980 to 1990, but a small decrease hes been realised in this ratio in 1991129 and in 1992. Some of the new legal regulations implemented in the last years made it compulsory for the banks to follow certain constraints related with the equity participations. These regulations necessitate the banks to decrease the equity participations into 60% level of the equities. In order to realize these constraints, the banks have to sell some of the shares of the participant companies. The sale of the shares by means of trade in bulk or by the stock market will support the development of the capital market in Turkey. Encouragement of private enterprise and integration with world markets characterize our country's development policy in 90's. This focus places an important responsibility on the banks. In today's competitive world, the banks can no longer rely on low-cost financing secured from the government and international organizations. They must seek to generate their own funds through participation in universal banking activities and evaluation of their own resources.
