SUMMARY Within one State's overall administrative structure different units and layers of goverment are seen as administrative agencies. Generally we may categorise these agencies into two main groups: Central and local goverment.“Centralization”in a State refers to the concentration of executive or administrative powers at the national level of goverment. In contract“Decentralization”(here used as the equiva lent of devolution) means sharing of part of the govermental power by a central ruling group with other groups, each having authority within a specific area of the state. At the level of“norms”it indicates the existence of formal political structures, each covering a defind area, representing local interests as well as the interests of the central rulers; the local share of allocating power is protected by formal as well as by normative rules which are accepted by the centre. At the level of co-governance (collectivities) and roles it mmeans unit of local goverment in which formal decision-making is primarily devolved upon locally representative councilbors or official. Another concept Deconcetration, implies the sharing of power between members of the same ruling group, functioning in areas away from the capital city, and units of local administration in which formal decision-making is delegated to centrally appointed officials. Every govermental systems must recognise the co-governance mature of this two administrative level and to provide edeguate institutional arrangement for effective unity-building. The main theme of our study is the administrative tutelage which has been exercised by central goverment on local govermentsfor a long time in Turkey. In this thesis we try to analyse the Administrative Tutelage in some detail. Accordingly; - What is the role of Administrative Tutelage in Turkish Administrative System and in the world? - What should be the role of Administrative Tutelage? - On what basis should central-local relations constituted ? - How should democracy be supported and expressed within local goverment? - How should the local authonomy provided by local administration? - What is the modern view of local authonomy? - Is the Administartive Tutelage unevoidable for Turkish Administrative system? To try to answer these question we adapt a picture, by a putting forward a coclusion that local goverments role in Turkey need to be changed. Changes in the role of local goverment involve changes in the role of central goverment whether that involves centralization or decentralization. We emphasise on giving freedom of action to local authorities within a weidly defined framework of powers and duties. In our opinion Administrative Tutelage has negative effects on Turkish administative system. Even both in central and local layers. İtence, in order to abtaing self-sufficient. Local Authonomy, we must shift intergovermental relations. So according to us; control of administrative tutelage has to be taken turn of contral of legality and public control. 106
