The Bulgarians were living very comfortably during the period when Bulgaria was a State of the Ottoman Empire. Since the administration of the government of the Ottoman Empire have shown significant weakness there was administrative short comings in the system. This situation has also effected the economic and social existence of all the people living in Bulgaria. Insecurity and public disorder was visible all over the country in Bulgaria. Ottoman Empire in order to control and subdue the situation in 1861 have appointed General Midhat to Governorship of Nis. General Midhat has worked towards the betterment of the people of Bulgaria. The total land administration of the Ottoman Empire had been taken into joint custody of European countries within Paris Treaty enacted in 1856. Under these conditions, Russia would not be allowed to declare war against the Ottoman Empire as she wishes. Following the Paris Treaty Russia towards the Ottoman Empire has start following a Pan-Slavic policy. For this purpose Slavic societies were created. These societies which were created outside Bulgaria were also became the grounds for Bulgarian underground activities. Since the Ottoman Empire was loosing the stateadministration authority the Greek Orthodox Church put forth efforts to repatriate the Bulgarian people into Greek. Due to tortures and hardship applied to the Bulgarian people, a feeling of nationalization has started coming to the surface by the Bulgarian people. This has resulted Bulgarians to revolt against the Ottoman Empire and on 11 March 1870 within imperial edict the Bulgarian Eksarh was created. The revolts by the Bulgarians in 1875 and 1876 were suppressed by the Ottoman Empire. Russia and other major European countries who were not successful in creating an independent“Bulgarian State”in 1876 Istanbul Conference, have jointly signed London Protocol in London. At the end of the Russian-Ottoman War in 1877- 1878, Russia has created Greater Bulgaria with the Ayastafanos Treaty. Since it was contrary to the advantages sought by Europe the Eastern Rumeli State has separated with the Berlin Treaty from Bulgarian Administration and was given to the Ottoman Empire. During the Filibe revolt when the people of Eastern Rumeli were united with Bulgaria, in 5 October 1885 Russia and other major states of Europe again met in Istanbul. Russia requested the application of the decisions reached in Berlin Treaty at the Istanbul Conference which was held on 5 October 1885. As a result of Filibe revolt the Eastern Rumeli and State of Bulgaria have joined forces.
