Özet
Tesis yeri seçimi problem sahası, son zamanlarda hem özel sektörün hem de kamu sektörünün ilgi alanına giren ve büyük yatırımların başlangıç ve belki de en önemli aşamalarından birisi olan bir problem sahası haline gelmiştir. Tesis yeri seçimi kararı, üst yönetim kadrosunun, yani her türlü duruma yukarıdan bakabilecek konumda bulunan personelden oluşan bir disiplin tarafından alınacak stratejik bir karardır. Çünkü kurulacak tesis doğru yerde ve bütün ihtiyaçları karşılayacak seviyede olmazsa ileride maddi ve manevi anlamda karmaşık yapıda pek çok çözülemeyecek problemin doğmasına yol açabilmektedir. Bu nedenle kurulacak bir tesisin yer seçimi aşamasında bu disiplinin içine dâhil edilecek uzman kadrolar ile uygun analizler yapılmalı ve bilimsel teknikler kullanılarak tesis kurulacak yere karar verilmelidir. Bu çalışmada bir kamu kurumuna ait tesis yer seçimi problemi ele alınmıştır. Bu kamu kurumunun Trakya Bölgesi'nde pek çok yerde tesisleri bulunmaktadır. Bu tesisler sayı olarak çok fazla olmakla birlikte dağınık bir şekilde konuşlandırılmıştır. Bu çalışmanın amacı da bu tesislerin; maksimum fayda düşüncesi dâhilinde sayılarını azaltıp, alt birimlerini, personelin verimli çalışmasını sağlayacak ve ihtiyaçlarını en üst seviyede karşılayacak şekilde bir araya toplamak ve bu amacı yerine getirmek için en uygun tesis kurulum yerlerini tespit etmektir. Bu çalışmada ilk olarak literatürde yapılan çalışmalar incelenmiş ve tesis yeri seçimi problemi için uygun teknikler araştırılmıştır. Daha sonra literatür araştırması, uzman görüşleri ve yapılan anket dâhilinde ortaya konan faktörler arasından yirmi adet faktör belirlenmiştir. Seçilen yirmi faktör iki gruba ayrılmış ve ilk on faktör Coğrafi Bilgi Sistemleri (CBS) ile analiz edilerek on adet alternatif tesis kurulum yeri tespit edilmiştir. Bu analiz sonucunda ortaya çıkan alternatif yerler de ikinci belirlenen on faktör dâhilinde Çok Amaçlı Bulanık Hedef Programlama (ÇABHP) yaklaşımı ile matematiksel model kurularak analiz edilmiş ve tesis kurulum yeri için belirlenmiş alternatifler en iyi alternatiften başlanarak sıralanmıştır.

Facility location selection problem area has recently become a problem area which is of interest to both the private and public sectors and and also the starting point even maybe the most important step of great investment. The desicion of facility location selection is strategic desicion to be made by an executive board which is composed of members that can oversee every kind of situation. Because if the facility to be built is not in the right location and is not in a standart to meet all the needs, it can cause a lot of complex financial and personel problemswhich can not be easily solved. Therefore, in the stage of selecting the location of a facility, appropriate analyses should be carried out with the help of an expert staff included in the executive board and the location where the facility will be built should be decided using scientific techniques. In this paper, the facility site selection of facility instution has been discussed. This public instution has many facilities set in ten Thrace Region being too many in number, these facilities have been placed in a disorganized way. The purpose of this study is to bring together the subunits in a way to enable the staff to work productively and to meet their needs in the best way possible, decreasing the number of facilities for maksimum benefit and to decide the best way facility location sites to achieve this goal. In this study, other studies in litarature have been reviewed first and appropriate techniques for facility location selection problem have been researched. And then, taking expert opinion into consideration, twenty factors have been determined among the factors that come up in the survet carried out, literature studies and expert opinions. These twenty factors have been divided into two groups and by analysing the first ten factors with Geographand based on expert opinion poll among the factors that occur in structures that have been identified factors including twenty. Twenty factors divided into two groups and the first ten factors of Geographic Information Systems (GIS), ten alternative facility location sites have been determined. The alternative sites coming out of this analysis have been examined with the second group of ten factors forming a mathematical model by Multi-ObjectiveFuzzy Goal Programming (MOFGP) approach and the alternatives determined for facility location sites have been list starting with the best alternative.
