This study examines how tactics developed by internally displaced men in the everyday urbancontext of Tarlabaşı in Istanbul shape the gendered construction of citizenship, themasculinity and the respectability of these men. At the peak of the armed conflict between theTurkish army and the PKK (The Kurdistan Worker's Party) in the late 1980s and early 1990s,the Turkish state applied internal displacement policies to deal with the Kurdish issue. Thestate forces evacuated some Kurdish villages and hamlets in southeast Anatolia and displacedinhabitants without offering them any other place to live. This study focuses on Tarlabaşı, aneighborhood near one of the centers in Istanbul, where many internally displaced persons,some affiliated with the Kurdish movement, others with other political orientations, settled. Ispecifically focus on internally displaced men and on Tarlabaşı since the former arestigmatized as dangerous citizens and the latter has been constructed by the mainstream mediaand public discourse as a dangerous neighborhood. Examining the stigmatization through ananalysis of the tactics and discourses developed by one of the most discriminated groups intheir daily encounters with the habitants and the institutions in a so-called dangerous areareveals the social and political power relations in the everyday urban context. Internaldisplacement has influenced both the lifestyle and the gender roles of the Kurdish community.In the city, many internally displaced men and women belong to the poorest groups and areforced to struggle for a living. While Kurdish women have become more visible, internallydisplaced Kurdish men have found themselves in a position of becoming both invisible asthey search for their economic and social rights in the mainstream public discourse and visiblein subverting the authoritative norms of the city.Internally displaced men?s tactics are examined in three main chapters that also tracethe lives of a generation of internally displaced persons. First, the dissertation examinesinternally displaced men?s encounters with different state and civil institutions in their placesof origin, describing this encounter as an emasculation process. In the following chapter, themain focus is on the early settlement period of internally displaced men in Tarlabaşı and ontheir tactics developed in their spatial and political encounters with the institutions and thehabitants of the neighborhood while becoming a part of local economic, political and socialnetworks. Finally, the study explores men?s everyday encounters and tactics, the formation ofrespectability and the construction of gendered citizenship. The central focus here is on theethnicized and gendered aspects of criminality because this issue dominates the perception ofTarlabaşı and its inhabitants as developed by mainstream state and civil institutions like themedia. In addition, the chapter analyses the relationship of internally displaced men with stateactors and the Kurdish nationalist institutions in the neighborhood.Through examining the everyday tactics and discourses of internally displaced men,this study shows that there is no clear-cut political and social position for internally displacedmen in the multi-layered interactions between institutions and (the future and actual)inhabitants of Tarlabaşı. Rather, all these interactions create a state where the genderedcitizenship of these men is shaped and preserved in between the acceptance and rejection ofthe strategies developed by the institutions as well as the tactics pursued by inhabitants ofTarlabaşı and Istanbul in the urban context.
