This dissertation explores the development of Turkish foreign policy from the establishment of the Turkish Republic until today in order to explain how domestic political and economic structures have affected Turkish foreign policy. While acknowledging the importance of external factors, the thesis avoids a determinist position in trying to show how the foreign policy of the later Cold War and post Cold War periods cannot be understood without careful reference to the specific historical, political and cultural patterns of the internal arrangements of the Republic. Structural economic changes in the 1980s have also reshaped Turkish foreign policy. The change from a state centric planned economy to a more decentralised and internationalised economic system has gradually changed Turkish foreign policy. It was inward looking and passive until the 1950s when multi-party politics began. During the multi-party era, parallel to the gradual improvement in democratic structure, Turkish foreign policy has also evolved to become an active foreign policy. The major structural changes in the economy, which took place after the 1980s, have created a framework for a multi-dimensional foreign policy. Since the 1980s, although the democratic structure remains elitist, the elite became more plural and the decision making process has become more complex. The thesis does not rely on the conventional terms of realist theory of international relations. It does not focus on the concepts 'state', 'sovereignty', 'nationalism', 'power1 and 'military might'. It is not a strategic study of Turkish foreign policy. Instead, it relies on the theories of foreign policy, and in particular theories of political and economic interdependence. The thesis argues that the growth of an internationalised export oriented economic system has made Turkey economically interdependent with other countries. This thesis thus pays a special attention to regional economic organisations. Turkey's relations with the European Community and the other emergent regional economic organisations have been explained in order to examine the evolution of a Turkish foreign policy at least partly modernised in its agenda, structure and processes, and becoming increasingly modernised in response to internal and external pressures. The thesis is thus a study of the evolving relationship between the very particular domestic frame works of foreign policy and the distinctive, changing character of Turkey's foreign policy.
