In recent decades, governments or states have faced many armed resistance or insurgent groups' assaults. For the sake of sustaining order or to protect their citizens and existence themselves, they apply such methods; taking precautionary measures, combating, negotiation etc. Governments or related state bodies chose options after defining their relative interests, costs and benefits. Compared with armed struggle options, the negotiation carries minimum risk for the human lives. The negotiation is long and complicated process. It needed a combination of experiences, patience and politic willingness. The aims of the study are; to evaluate all options against armed groups and to analyse the negotiation process for successful desired results and peaceful end.
