A new commitment period under the Kyoto Protocol has started by January 2013, where the new international climate change agreement and parties' commitments will be discussed. Until this period, post-2012 scenarios on Kyoto Protocol's and UNFCCC's mechanisms have been developed and debated. As one of the most important mechanisms within international climate change legal system; compliance mechanisms, importance of MRV within the operation of these mechanisms and future scenarios on MRV within the compliance mechanisms are discussed in this study. Compliance mechanisms of international climate change legal regimes have always been controversial, since the contributing states have different levels of –mainly economic/industrial- development. As expectations from developed countries cannot be the same with developing countries' compliance issues to international climate change legal regime, consequences of non-compliance will differ. To track different commitments of parties' for implementing international climate change obligations, MRV has always been pointed out as an important system – the last step under the compliance mechanisms. MRV seems to be an effective system to promote the build-up process of international climate change compliance mechanisms. Firstly international climate change law, then compliance mechanisms and finally the MRV system will be examined within the framework of this study. To examine concepts and scenarios of international climate change legal regime, expert literature review will be done. Data gathered to examine the effectiveness of the MRV system and compliance mechanism will be obtained from national and international reports, international decisions and relevant treaties. Aim of this study is to analyse the role of MRV and its effectiveness under past, current and future international climate change legal regimes. Consequently, MRV system should be improved to fulfil the targets of international climate change agreements, under the light of parties' national and international reports, to have stronger and more equitable commitments of the parties.
