The Post-Washington Consensus reframed the role of the state in the economy and politics in recent years. Regulatory and auditing mechanisms gradually expanded by the application of New Public Management principles within the environment of public bodies. In this framework, central state possessed different and critical instruments in local-central relations. This was inconsistent with the new regionalist ideas of previous periods, which favoured the regional level and disfavoured the centre in regional policies. In order to explain the revival of the centre, this study will review changes in politics and public management in the last decades. Afterwards, variables and arguments implied in discussions on New Localism in the United Kingdom and experiences of some Central and Eastern European countries will be examined to explore an applicable framework. Thus, the case of Turkish Regional Development Agencies will be assessed according to such variables and views, including central coordination demand, pragmatism and conventional top-down characteristics of the state. Legal amendments, political changes and institutional experiences will be used for analysing the revival of the centre in current local-central relations.
