This study investigates the public transportation outcomes of the Summer Olympic Games in Atlanta (1996) and Athens (2004) and to discuss the long term impacts of the Games on the cities' respective public transportation systems. This study examines the techniques, applications and tools used in the planning process of these two previous Olympic host cities, focusing on the transportation planning processes in each city and evaluating the appropriateness and applicability of these strategies for solving current transportation problems in big cities all around the world. To this end, Atlanta and Athens are ideal for this study because they represent the distinct planning approaches of Europe and the United States. This thesis examines the transportation planning strategies and investments that occurred specifically for the Games and the vision for using it in the future, if any. The main argument of this study is that transportation planning outcomes depend on the strategic choices made by the host city's Organizing Committee from the beginning to the end and the particular Olympic Game's transportation planning context shapes how close or how far the actual outcome is from the pre-Game visions of the planners; in other words this process determines how well the outcomes match expectations. Based on this argument, the study determines whether the event planners' way of analyzing the Games preparation process is a short-term focused tactical vs. long-term strategic approach. This study argues that although each Olympic host city applied similar techniques to improve its transportation system for the short-term event, the continued long-term use of these strategies depends on the host city's transportation culture. Although the Olympics have the potential to be the catalyst for host cities to apply transportation strategies in a more focused environment, and can result in remarkable changes, this does not necessarily occur. Based on the findings from the case studies, this study extracts lessons, regarding such aspects as the use of technology to provide travel information, Transport Demand Management (TDM) strategies, and interagency cooperation, that are transferable to other cities. The academic literature displays a strong focus on the economic, cultural, and touristic aspects of mega-events (formerly called hallmark events), while the urban planning aspects of the events have been neglected. It appears necessary, therefore, to focus more attention on the planning side of mega-events in order to gain a better understanding of the long term planning impacts of the events. This study seeks to fill this research gap – the long-term impact of the Olympic Games – by comparing two previous host cities experiences, Atlanta and Athens.
