After the dissolution of the Soviet Union, there had been some changes regarding the decentralization of the Russian Federation which also carries the legacy of the Soviet federal system until Putin came to the presidency. The policies of Gorbachev and Yeltsin regarding giving greater autonomy to the regional leaders led to the decentralization of the state and on the other hand, led to an initiation of merging the ideas of national self-determination, democratizasion and federalism. The strong stand of regional governments lasted until Putin came to the presidency and underwent a quick change from decentralization to recentralization of the central government under the reforms that Putin's made which meant weakening of the power of the regional governments. Hereupon, there was no serious challenges directed by the regional leaders. In this paper, the author will examine the reasons behind the quick subordination of the regional leaders towards Putin's reforms.
