The main aim of this thesis is to analyze the relations between the EU and the Western Balkans within the framework of the pre-accession conditionality, and to provide an analysis of the formation of EU's strategy towards the region starting from 1990 to present. Within this purpose the EU's policies and the application of pre-accession conditionality towards the CEECs will be compared to the case of the Western Balkans. The thesis argues that the EU tries to repeat the methods it applied to the CEECs, but with certain differences such as stricter conditionality through additional requirements, and a longer and flexible strategy. Moreover, the thesis also argues that conditionality has been aimed to be applied uniformly in both the CEECs and the Western Balkans, but such practice results with heterogeneous outcomes in the side of the targeted countries, and it mostly ignores the domestic situation and the state of the veto players within the targeted countries. Therefore, problems regarding compliance in the CEECs have been observed once accession occurred, while through the selected case studies of Bosnia-Herzegovina, Croatia and Serbia it has been presented that conditionality gets different reactions from each country.
