Party strategy and organization in developing democracies: Cases from Indonesia and Turkey

This study aims to explain why political parties change their strategies from clientelistic to programmatic (or programmatic to clientelistic) in developing democracies. In this regard, key question includes: how socioeconomic differences among the electoral districts (more and less-developed areas) affect the organization of political party branches? Based on field research in Turkey (Istanbul) and Indonesia (Jakarta) concerning party-voter linkage, I argue that voter demands and parties' access to state resources affect the changes in party strategy. Parties are more likely to pursue a clientelistic strategy in less-developed areas and a programmatic strategy in more developed areas. At the same time, when a party is involved in the governing coalition, the party is more likely to pursue a clientelistic strategy; conversely, when the party becomes the opposition, it is more likely to pursue a programmatic strategy. To observe and analyze the overall strategy shift, I created the Party Clientelism Index (PCI) based on five indicators: vote mobilizing strategy, public party finance, intraparty democracy, party factionalism, and party loyalty. In order to support the arguments, this research observes three periods (1991-1995, 2002-2010, and 2010-2015) of the Republican People's Party of Turkey (CHP, Cumhuriyet Halk Partisi), and three periods (1999- 2004, 2004-2009, and 2009-2014) of the Prosperous Justice Party (PKS, Partai Keadilan Sejahterah) with a particular focus on party strategies in less-developed and more developed districts. In Turkey, the CHP's electoral strategy and local organizations are observed in Kadıköy (more developed) and Esenler (lessdeveloped) districts in Istanbul. In Indonesia, the PKS' local organizations and electoral strategy are observed in South Jakarta (more developed) and North Jakarta (less-developed). The research includes both parties' government and opposition periods, and aims to show how access to resources (government or opposition) and voter demands (more and less-developed districts) affect parties' organizational and electoral strategies in the selected districts.
