Research indicates that there are several external and internal factors shaping decision-making in the context of Turkish Education System (TES). However, despite their significant weights, there is little information as how they affect the process. The purpose of this qualitative multi-case study was to explore decision-makers' perceptions of those factors' impact on decision-making and to yield new insights on the issue in order to improve the efficiency of decisions. The purposefully selected sample included three former education ministers of Justice and Development Party (JDP) and five high-rank bureaucrats from the Ministry of National Education (MoNE). The primary data collection method was in-depth interviews with the eight participants, complemented with focus group with the five high-rank bureaucrats and document analysis. Gathered data were coded, organized and analyzed according to the research questions. Results revealed that even though related literature is replete with works emphasizing the preponderance of the influence of external factors such as externalization by other countries, the European Union (EU), and the World Bank (WB) on national education systems, the internal factors such as the longing for catching up with the West, the lack of participation opportunities for all actors, the JDP's intention to implement its vision in the field, and the power accumulation by the ruling JDP, have more impact on decision-making in the case of TES. The centuries-long longing to catch up with the West and the tendency of the ruling JDP to cooperate only with the ones with similar political orientations mostly affect the process since they cause to the lack of participation opportunities for other chief actors of the field. Likewise, the orientation of the JDP against the former authorities' applications and understandings directly influence the process. As such, recently witnessed constant reforms in TES could easily be attributed to this approach of the new ruling class of the new Turkey. Lastly, the JDP has reached to an understanding that to be able to make system-wide changes in the field, it needed to have more power that no former authorities ever enjoyed. Having accumulated the power, JDP has made changes over the mostly debated topics without grassroots participation of interested parties, which seems to have constituted the most negative influence on the decision-making process amongst the other internal factors. Recommendations are offered to the JDP politicians, education minister, and ministerial bureaucrats, as well as to academics for further research.
