ABSTRACTThis research was been done to describe the -universities which were found in three different periods and in different conditions about their present situation of their instructers. Also, this research was done to present this situation with a comparative way. Data were collected in 1993- 94 education period with questioniare that was developed by the researcher. Present research had been conducted on a sample taken form faculties of education and faculties of adminlstrat ion. Some results of the research may be summed in following way: Majority of the instructers in all universities had their licence, master and Ph. degrees from the universities that were found before 1982. The rate of the instructers who had their licence, master and Ph. degrees from abroad was low. The number of the instructers from the universities that were established before 1982 and between 1982 and 1991, and also the instructers who have received their some degrees from abroad is lower than the number of the instructers who are from the universities that were established in 1992. The rate of receiving licence degree through program of completing licence after the high education about two or three years after highschool was higher for the instructers from the universities that were found in 1992 than those in 1982-1992. The rate of conducting researches with own resources at the universities that were established in 1992 is higher than the other universities'. Results of the research was shown that there is a necceslty that would provide more appropriate conditions specially for the instructers form the universities that were established in 1992.
