ABSTRACT When we define social security, we have to be careful about these points: -Social security is a concept but social insurance, social services and social assistance are elements which form it. -Social security is a policy. -Social security is a distribution law. -Social security is a system of law. First of all when we describe it, we have to learn the meaning of“risk”which means danger. It's so dangerous that everybody wants to avoid it's effects and doesn't want to face it. A lot of people are protected it. Then it includes more significance than conception which tells from the cradle to the grave. And then there is society and the people. Social security protects not only society but also people. In the Universal Declaration Human Rights 22nd. declare“everybody who belongs to the community enjoys social security rights”. Also our Constitution's 62nd. paragraph is the same. Next, in the social security, there is not only restoration function but preventive function aswell. If includes both social security will be successful. For these reasons we define it: SOCÎAL SECURITY is to offer decent life and to take under protection of the present and future conditions of the individual forming the society without discriminating between them taking into consideration their religion, their race, etc. Social security is a policy because the selection is gained and lost by it, therefore every goverment must consider it important and they allocate large sums for financing. For example in OECD Countries 25-30 percent budget is put aside for this purpose. When said that“social security is a distribition law”. Because it takes from rich and gives to the poor with in a systems of social insurance, social service and social assistance so it guarantees a just distribution of incomes. Law numbered 2022 which is a main for social assistance in the social security legislation is a main example for this. Law numbered 2022 hasn't qualify and quantity but important for beeing main example only. And it must been improved.
