Özet
Günümüzde artık toplumsal değişimin ve iktisadi kalkınmanın ''yoksulluk olgusu'' dikkate alınmadan gerçekleştirilmesinin mümkün olamayacağı görülmüştür. Yoksulluk, eşitsiz bölüşüm/gelir dağılımı toplumsal değişimin ve iktisadi kalkınmanın önünde duran en önemli sorunlarından biridir. Yoksullukla mücadelede sağlanacak başarı; iktisadi kalkınma ve büyüme ile birlikte, toplumun yaşam kalitesi standartlarının yükselmesinde beraberinde getirecektir. Yoksulluğun azaltılması ve /veya yok edilmesi ne ilişkin genel yaklaşım; toplumun refahının sağlanması, iktisadi kalkınmanın gerçekleşmesi, toplumun yapısal kalıplarının değişime uğraması, teknolojik ilerlemenin sağlanması, sosyal, siyasi ve kurumsal alanlarda modernleşme, yaşam standartlarının iyileştirilmesidir. Devletin toplumsal kalkınma felsefesi, üretimi, yatırımı ve toplumsal gelir dağılımını düzenleyici işlevleri yerine getirmesini gerektirmektedir. Bu çalışmamızda; Toplumun önemli bir ekonomik sorunu olan yoksulluğun tanımı, Türkiye'de yoksulluğun nedenleri ve yoksulluğun boyutları konularına yer verilmiştir. İktisadi, sosyal ve siyasi gelişmelere bağlı olarak görülen ve toplumun önemli bir kesimini etkileyen Türkiye'de ki yoksulluğun tüm boyutları incelenmesi, yoksulluğun ölçülmesi, yoksulluğun neden ve sonuçları çalışmamızın ana konusunu oluşturmaktadır. Bu çalışmada devletin ve sosyal kurumların yoksullukla mücadelede yaklaşımları, yoksulluğa ilişkin politikaları, kalkınma ekonomisi ve yoksulluk, yoksullukla ilgili kavramlar incelenmiştir. Türkiye İstatistik Kurumunun istatistiklerinden elde edilen veriler esas alınarak, Yoksulluğa ilişkin Türkiye'nin kırsal ve kentsel sosyo-ekonomik yoksulluk analizler yapılmıştır. Çalışma dört ana bölümden oluşmaktadır: Birinci bölümde; Yoksulluğun Kavramsal Çerçevesi, Yoksulluğun Tanımı, Yoksullukla İlgili Kavramlar ve Yoksulluk Göstergeleri, Yoksulluğun Ölçülmesi, ve Türkiye'de yoksulluk ile ilgili yapılan çalışmalara yer verilmiştir. İkinci bölümde, Yoksulluk ve Toplumsal Değişim Sorunları, Yoksulluk ve Eğitim İlişkisine, Yoksulluğa Neden Olan Ekonomik Sebeplere, Yoksulluk ve Gelir Dağılımı Sorununa, Yoksulluk ve İşsizlik sorununa, Mülkiyet Yapısı Bozukluğunun yoksulluk Üzerine Etkilerine, Nüfus ve İstihdam Arasındaki Negatif Yönlü İlişkinin Yoksulluğa Etkisi konuları incelenmiştir. Üçüncü bölümde, Yoksulluğun Siyasi Nedenleri, Yoksulluk, Ekonomik Politikalar ve yoksulluk, Yoksulluk ve sermaye birikim modelleri, Yoksullukla mücadelede Sosyal politikaya ayrılan kaynakların verimsiz kullanımına ilişkin konular incelenmiştir. Dördüncü bölümde, Gölbaşı /ANKARA İlçesinde Yoksulluk üzerine yaptığımız anket çalışmasından elde edilen veriler ve yapılan analizler tez çalışmamıza dahil edilmiştir.

Today, social change and economic development the ''incidence of poverty''has been seen can not be possible to realize without consideration. Poverty, unequal distribution / income distribution is one of the major problems standing in front of social change and economic development. Success will be achieved in the fight against poverty; with economic development and growth, the community's quality of life will bring about the rise of standards. Poverty reduction and / or general approaches to elimination; the provision of social welfare, the realization of economic development, not change the structural pattern of the community, to ensure technological progress, social, political and institutional areas of modernization, improvement of living standards. Social development philosophy of the state, production, investment, and social income distribution requires to fulfill regulatory functions. In this study; The definition of poverty is a major economic problem of society, Turkey "is also given to the causes of poverty and poverty dimensions of the subject. Economic, social and political development is seen as dependent on Turkey and affecting a significant part of the population from which to examine all aspects of poverty, the measurement of poverty, the causes and consequences of poverty are the main subject of our study. In this study, the approach of the state and social institutions in the fight against poverty, policies on poverty, development economics and poverty, poverty-related concepts are examined. Turkey Statistical Institute on the basis of data obtained from statistics on poverty in Turkey's rural and urban socio-economic poverty analysis was performed. The study consists of four main sections: the first section; Conceptual Framework of Poverty, Definition of Poverty, Poverty and Poverty Indicators Related Concepts, Measurement of Poverty, and Turkey is also included to the study of poverty. In the second part, Poverty and Social Change Issues, Poverty and Education relation to Poverty Causing Economic Reason to, Poverty and Income Distribution Problem of Poverty and the unemployment problem, the effect on poverty of Ownership Structure Disorders, Population and Employment Between negative effect on poverty issues in the relationship were examined. In the third chapter, Political Causes Poverty, Poverty, Economic Policy and Poverty, Poverty and capital accumulation models, issues related to the inefficient use of resources allocated to social policy in the fight against poverty were examined. In the fourth chapter, Gölbaşi / ANKARA data obtained from the studies and the analysis of poverty in the district were included in the survey we did on our thesis.
