Özet

Bu araştırmada, 2014-2015 eğitim-öğretim yılında Ağrı İl Milli Eğitim Müdürlüğüne bağlı ilkokullarda görev yapan anasınıfı öğretmenlerinin yaşadıkları yönetsel sorunlara ilişkin öğretmen görüşlerinin incelenmesi amaçlanmıştır. Bu amaç doğrultusunda nitel araştırma modellerinden olgu bilim (fenomenoloji) deseni kullanılmıştır. Araştırma verileri yarı yapılandırılmış görüşme sorularının kullanıldığı mülakatlar aracılığı ile toplanmıştır. Araştırmanın katılımcılarını seçkisiz olmayan örnekleme yöntemlerinden uygun örnekleme tekniği ile Ağrı ili merkezinde yer alan ve bünyesinde anasınıfı bulunan 12 ilkokuldan seçilen 24 öğretmen oluşturmaktadır. Araştırmada elde edilen veriler nitel veri analizi yöntemlerinden içerik analizi ve betimsel analiz yoluyla analiz edilmiştir. Yapılan bu çalışmada cevap kategorileri, temalar ve alt temalar farklı bir uzmanın denetlemesiyle çift kontrollü şekilde gerçekleştirilmiştir. Araştırmanın sonucunda elde edilen bulgulara bakıldığında, personel hizmetleri başlığı altında; öğrencilerin sabah erken saatte uyanmakta zorluk çektiği, kesintisiz eğitim olması nedeni ile öğretmenlerin teneffüs ve ara imkânları olmaması nedeni ile zorlandıkları, mesai saatlerinin yarım gün olması nedeni ile anasınıfı öğrencilerinin okulun imkanlarından daha az yararlandığı, yardımcı personellerin yetersiz olduğu, yardımcı personellerin niteliksiz olduğu, yardımcı personelin İŞKUR tarafından geç gönderildiği sonuçlarına ulaşılmıştır. Bununla birlikte hizmet içi eğitimlerin verimsiz geçtiği, hizmet içi eğitime katılım konusunda okul idaresinin desteklemediği, hizmet içi eğitimlerden haberdar olunamadığı, hizmet içi eğitimi düzenleyen (hizmet içi eğitimde görevli) kişilerin gereken önemi vermediği, hizmet içi eğitimlere katılımın maddi olarak desteklenmediği ve hizmet içi eğitimlerde her branşa aynı eğitimin verildiği şeklindedir. Genel hizmetler başlığı altında ulaşılan sonuçlar ise sınıf alanlarının yetersiz olduğu, sınıfın yeteri kadar ısınmadığı, materyallerin yetersiz olduğu, sınıfın yeteri kadar ışık almadığı ve ortak sınıf kullanılmasının sorunlar yarattığı şeklindedir. Yanı sıra okul bahçesinde park materyallerinin olmadığı, okul bahçesinin ortak kullanımından dolayı tehlikelerin oluştuğu ve okul bahçesinde anasınıfı öğrencilerinin kullanabileceği yeşil alan olmadığı araştırmamızın bu bölümünde ulaşılan sonuçlar arasındadır. Eğitim programları yönetimi başlığı altında ulaşılan sonuçlar ise yaş gruplarının karma olması nedeni ile etkinlik planı hazırlamada zorluk yaşanması, programda yapılan değişiklikler nedeni ile uyum sağlamada zorlukların yaşanması, bazı kazanımların bölge koşullarına ve çocukların yaşlarına uygun olmadığı, ailelerin kazanım edinimini desteklemediği tespit edilmiştir. Velilerin okuldaki etkinliklere katılmadığı, ailelerin okul öncesi eğitimi yeterince önemsemediği, velilerin okuldaki eğitimi evde sürdürmediği ve velilerin öğretmeni bakıcı olarak gördüğü yine bu bölümdeki elde edilen sonuçlar arasındadır. Öğrenci hizmetleri başlığı altında ulaşılan sonuçlar; öğrenci sayılarının fazla olması, öğrenci sayılarının az olması, okul öncesi eğitimin zorunlu olmayışı, aile içerisinde görülen yanlış davranışların sınıf ortamında sergilenmesi, farklı yaş gruplarının bir arada olması, öğrencilerin okula düzenli devam etmemesi, öğrencilerin Türkçe bilmemeleri şeklindedir. Bütçe yönetimi başlığı altında tespit edilen sorunlar ise; sınıftaki bazı ihtiyaçların yetersizlikten dolayı öğretmen tarafından alınması, öğretmen maaşlarının düşük olması, okul dışındaki sorunların sınıf içinde moral ve motivasyona yansıması, velilerin aidatları vermemesi, velilerin alınan aidatların çocuklar için harcandığına inanmaması, sınıfa materyal alınamaması, okul bütçesinin anasınıfının istifadesine sunulmaması, sınıf demirbaşlarının eksik olması şeklindedir. Denetim başlığı altında ise; maarif müfettişlerinin okul öncesi alana hakim olmamaları (alan mezunu maarif müfettişleri olmayışı), maarif müfettişlerinin evraka dayalı teftiş yapmaları, maarif müfettişlerinin rehberlik yerine teftiş yapmaları, maarif müfettişlerinin alandaki güncel değişimleri takip edememeleri, maarif müfettişlerin öğretmenin eksiğini aramaya yönelik tutumu yönünde sonuçlara ulaşılmıştır

In this study, it was aimed to determine the views of the preschool teachers working in the state primary school in Ağrı city center, 2014-2015 academic year related to the managerial problems that they encounter. For this purpose, phenomenology, one of the qualitative methods was used. The data of the study was collected through interviews consisting of semi-constructed interview questions. The work group of the study was formed of 24 teachers working in 12 primary schools with preschool classes in Ağrı city center and chosen with appropriate sampling method. The data obtained through the study was analyzed with“content analysis”, one of the qualitative data analysis methods, and descriptive analysis. In this conducted study, answer categories, themes, sub-themes were implemented with the double control of a different expert. On looking at the data obtained as a result of the study, it was determined under the title of wage earner that the students have difficulty in waking up early in the morning, the teachers have difficulty as they do not have breaks because of the continuous education, the preschool students utilize the possibilities of the school less because the hour of work is half day, assistive stuff is inadequate, assistive stuff is unqualified, assistive stuff is sent by Turkish employment organization. In addition, in-service trainings are unproductive, the school management do not support the stuff to attend in-service trainings, they are not informed of in-service trainings, the person who organizes the in-service training does not give due importance, attendance to in-service trainings are not supported financially, and same trainings are given to each branch in in-service trainings. The results under the title of general services are as follow: the classroom space is inadequate, the classroom does not get heated enough, the materials in the classroom are not adequate, the classroom does not get enough light, and using the same class by different teachers creates problems. In addition, the fact that there are not park materials in the school garden, the possibility of the danger because the common use of the school garden, and the fact that there is no green area that the preschool students can utilize are among the results of the study. The results under the title of curriculum are as follow: having difficulty in preparing activity plan as the classrooms are combined in terms of age, having difficulty in orientation because of the changes done in the curriculum, some of the acquisitions are not appropriate for the conditions of the region and the ages of the children, and the parents do not support gaining acquisitions. Among the other results of the study, the parents do not participate in the activities in the school, the parents do not care about the preschool education sufficiently, the parents do not continue the education during the school at home, and the parents consider the teachers as babysitters. The results under the title student services are as follow: the number of the students is high, the number of the students is low, preschool education is not compulsory, exhibiting the false behavior observed within family in the school, different age groups are together, the students do not attend the school regularly, students do not speak Turkish. The problems determined under the title of budget management are as follow: teachers buy some of the classroom needs because of inadequacy, the wages of the teachers are low, the problems out of class are reflected to the morale and motivation in the classroom, the parents do not pay the dues, disbelieving that the dues paid by the parents are not used for the children, not buying materials for the classroom, the school budget is not made available to preschool class, the inventory stock of the classroom is missing. Under the title of supervising, the supervisors do not have a grasp of preschool field (there are not any supervisor graduated from this field), supervisors carry out the inspection based on documents, supervisors only carry out inspection instead of counseling, supervisors cannot follow the changes in the field, the attitudes of the supervisor that look for the shortcomings of the teachers, and the teachers are afraid of supervisors
