Özet
Değişen güvenlik paradigmaları, terörizm stratejisinin tehdit olarak geldiği nokta ve gelişen teknolojinin terör faaliyetlerinde kullanılması, terörizm stratejisiyle mücadeleyi oldukça zorlaştırmaktadır. Günümüzde olduğu kadar tarihin hiçbir kesitinde toplumlar tarafından terörizm stratejisi, küresel bir tehdit olarak algılanmamıştır. Terör eylemleri neticesinde ölen ve yaralanan masum sivillerin sayısı gün geçtikçe artmaktadır. Güncel dalga olarak tanımlanabilecek El-Kaide Terör Örgütü'nün ideolojisinde etkilenen terör kitleleri, daha fazla ölümü ve yıkımı hedeflemektedir. Gün geçtikçe artan bir biçimde toplumları tehdit etmeye devam etmektedir. Bu artan tehdit ve bu alanda yeterince çalışmanın olmaması, bu tezin hazırlanmasında etkili olmuştur. Çalışmada güvenlik, terörizm ve terörizmle mücadele konuları değişim ve dönüşümleri bağlamında irdelenmiştir. Terörizmle mücadeleye dair uygulamalar ve uzman görüşleri incelenmiş, değişen güvenlik paradigmalarının mücadeleye etkileri değerlendirilmiştir. Değişen güvenlik paradigmalarının kısa vadede mücadeleyi zorlaştırdığı ancak gruplara ve bireylere verilen önemin artması nedeniyle mücadelede uzun süreçlerde daha etkili sonuçlar doğuracağı anlaşılmıştır. Geçmiş uygulamalar, değişen güvenlik paradigmalarının dikkate alınması ve tezde incelenen diğer konular ışığında, uygulandığında terörizm stratejisi ile mücadelede etkin sonuçlar alınacağı düşünülen Kapsamlı Terörizm Stratejisi ile Mücadele Modeli ve Model'in uygulanabilmesi için gerekli olan Terörle Mücadele Müsteşarlığı çalışmada önerilmiştir. Model'de ve Model'e uygun Terörle Mücadele Müsteşarlığı'nda, terörizm stratejisinin tüm yönleriyle mücadele edebilmek amacıyla adli ve taktik operasyonlardan, bilgilendirme önleme faaliyetlerinden terör örgütü üyelerinin rehabilitasyonuna geniş bir yelpazede öneriler sıralanmıştır.

Changing security paradigms, the point at which terrorism strategy reached as a threat and the use of advancing technology in terrorist activities make terrorism strategy quite difficult. In no period of time terrorism strategy has been perceived as a global threat by communities as much as today. The number of died and injured innocent civilians from terrorism activities has increased day by day. Terrorist masses, which have been influenced by the ideology of Al-Qaeda terror organization that can be identified as an up-to-date wave, aim more deaths and destruction. Increasingly day by day, it continues to threat societies more and more. This increasing threat and inadequate studies in this field have an influence in writing this thesis. The subjects of security, terrorism and counterterrorism have been examined in terms of their change and transition. The practices about counterterrorism and expert views on counterterrorism have been studied, and the effects of changing security paradigms on the counterterrorism have been evaluated. As changing security paradigms make counter-terrorism difficult and with the increasing of the importance given to groups and individuals, it has been understood that more effective results will be brought in counterterrorism in the long term. In the light of previous practices, paying attention to security paradigms and other subjects studied in the thesis; Undersecretariat of Counter Terrorism, which is required to apply the Extensive Terrorism Strategy and Counter Terrorism Model and Model which are considered to produce effective results, has been suggested in the study. In the Model and in the Undersecretariat of Counter Terrorism which is suitable to the Model a number of suggestions have been ranged from forensic and tactical operations for fighting against all dimensions of terrorism strategy, informing preventing activities to the rehabilitation of the terror organization members.
