Özet
Sosyal güvenlik, mülkiyetin fiziki, mesleki ve sosyo-ekonomik risklere karşı temel güvence haline geldiği bir toplumda, güvencesizliğe mahkum edilmiş mülksüzlere sosyal koruma sağlayan araçlardır. Bu araçların, geleneksel koruma tekniklerinden çağdaş sosyal güvenlik sistemlerine uzanan bir geçmişi vardır. Bu uzun tarih içerisinde sosyal güvenlik sistemlerinin örgütsel yapısında ve politika paradigmasında önemli dönüşümler yaşanmıştır. Bu tez çalışmasının temel kuramsal iddiası, sınıflar mücadelesinin analitik önceliği nosyonunun sosyal güvenlik alanındaki olguların açıklanmasında da geçerli olduğu yönündedir. Bu önermenin merkezinde de emeğin meta formu kavramsallaştırması yer alır. Bu yaklaşım, refah rejimleri tiplemelerinin referansı konumundaki metadışılaşma nosyonu ile güçlü benzerliklere sahiptir; kritik farklılık ise metadışılaşma kavrayışını emeğin yeniden-üretimi düzleminden üretim noktasına taşımasıyla ilgilidir. Bu çalışmada sosyal güvenlik, emeğin üretim ve yeniden-üretim süreçlerinin bütünselliği içinde kavranmıştır.

Social security is the tool-set that provides social protection to the dispossessed people who are confined to insecurity within a society in which property has turned into the fundamental assurance against physical, occupational and socio-economic risks. These tools have a history that goes through from the traditional protection methods to the contemporary social security systems. In the organizational structure and political paradigm of the social security systems, many important transformations have occurred throughout that long history.The basic theoretical argument of this thesis is that the notion of analytical priority of the class struggle is also applicable to the analysis and explanation of the phenomena in the field of the social security. The conceptualization of commodity form of the labour is located in the center of this argument. This approach has strong similarities with the concept of de-commoditization that stands as the reference of the welfare regime typologies; however the critical difference is related to the transfer of the conception of de-commoditization from the level of re-production of labour to the level of production. In this thesis, social security is conceived within the integrality of processes of production and re-production of the labour.
